Job summary

General Dynamics NASSCO seeks a Safety Specialist to provide health and safety guidance and ensure adherence to Federal, State, and local regulations. The role includes inspections, reporting, and safety training to support a safe shipyard environment in San Diego.

The ideal candidate has a High School diploma (or equivalent) plus safety-related education or certification, strong communication skills, and the ability to access military bases.

Qualifications

  • 1 year of safety representative experience at NASSCO or 2 years in related safety enforcement.
  • Continuing education toward Occupational Health and Safety certification.
  • Effective oral and written communication with management and employees.
  • Ability to obtain access to military bases.
  • Knowledge of OSHA regulations, safety training techniques, and shipyard operations.

Responsibilities

  • Assist Safety Manager and others in duties; inspections and safety work of average difficulty.
  • Conduct daily area inspections for compliance and identify hazards; initiate corrective action.
  • Prepare written reports on inspections, investigations, and injuries; write Safety Gram articles.
  • Conduct safety training classes and subcontractor orientations.
  • Review literature to stay current on OSHA standards.
  • Attend safety meetings with management and safety committees.
  • Collaborate with managers on regular safety communications.
  • Participate in Safety Management System audits.
  • Provide tools to managers to ensure a safe working environment.
  • Assist in eliminating at-risk conditions and coach employees.
  • Enforce safety policies.
  • Other duties as assigned.

Summary Provides health and safety guidance and support to the workforce. Ensures that General Dynamics NASSCO maintains compliance with all applicable Federal, State, and local regulations.

Essential Functions And Duties
  • Assist Safety Manager, Sr. Safety Representative(s), Industrial Hygienists and other Safety Department personnel in the performance of their duties and, under supervision, perform assigned professional health and safety work of average difficulty including conducting routine compliance inspections; investigating accidents; preparing and disseminating information on safety principles, regulations, standards, and methods; and preparing reports.
  • Conduct daily inspections of assigned areas ensuring that all operations (including those of Sub-Contractors) are in compliance with Federal, State and local regulations and NASSCO health and safety policies and procedures; identify health and safety hazards or deficiencies and initiates corrective action through production supervision.
  • Prepare written reports on inspections, accident investigations, statistical information on injuries and illnesses, employee complaints or concerns. Write articles to be used as Safety Grams, Gangbox topics or other training programs. Review reports and articles generated by subordinates.
  • Conduct various safety training classes as required, (new hire safety orientation; employee recall safety orientation) and other specialized safety training. Conduct subcontractor safety orientation.
  • Review current literature and trade publications in order to remain current regarding all OSHA and other applicable health and safety standards and regulations.
  • Attend or conduct safety related meetings with all levels of management, employee safety committees and other production training sessions.
  • Establish a close working relationship and communicate with department, stage, area and ship managers on a regular basis.
  • Participate in Safety Management System audits and other activities required by OHSAS 18001.
  • Provide Production Managers and Supervisors with the tools necessary to provide a safe working environment for employees.
  • Assist in the elimination of at risk conditions and behaviors.
  • Effective coaching and training of employees in safety requirements and safe work practices.
  • Enforcement of safety policy and procedures.
  • Other responsibilities and duties as assigned.
Skills And Qualifications
  • High School diploma or equivalent
  • A minimum of one (1) year of experience performing the duties of a Safety Representative at NASSCO, or
  • A minimum of two (2) years of full-time experience directly related to safety enforcement and related duties comparable to NASSCO Safety Representative in industrial or commercial plants and/or construction sites.
  • Continuing education in approved Health and Safety related courses towards a Professional Certificate in Occupational Health and Safety or equivalent.
  • Must have the ability to communicate effectively, in both oral and written applications in order to successfully interact with management and employees.
  • Must be able to obtain access to military bases.
  • Must have knowledge in: Applicable Federal and State OSHA regulations; Presentation techniques for health and safety training;Techniques used to recognize health and safety hazards; Working with hazardous materials; Ship configuration; Shipbuilding techniques and shipyard operations; Safe operation of tools and machinery; Use of computer software programs (Word, Excel, WordPerfect, Lotus).
Physical Demands

While performing the duties of this position, the employee must be able to work at heights and in confining or restricted spaces aboard vessels under construction/repair. Daily inspections require climbing ladders, working at heights, walking on scaffolding, observing use of tools and operation of equipment/machinery. Physical dexterity must allow for bending, reaching, climbing, crawling, and working on ladders and scaffolding. Must be physically able to walk to all yard locations. Must be able to handle stressful situations. Must be able to lift up to 50 pounds of weight. Visual abilities required include close, distance and peripheral vision, depth perception and color recognition. While performing the duties of this job, the employee is occasionally exposed to vapors, gases, dust, welding/burning fumes, and smoke. Must be able to spend up to 70% of time in an outdoor shipyard environment in all climates. The noise level is usually moderate to extremely noisy 70% of the time, which may include sirens, horns, chipping, and hammering.

Accountability

Ensures NASSCO’s Injury and Illness Prevention Program meets company and regulatory requirements and is effectively implemented. Responsible for the effective and efficient operation of the Safety and Fire Departments and for administering NASSCO’s Safety Management System.

PAY SCALE

$80,800 - $109,900

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education. General Dynamics NASSCO also provides a variety of benefits including medical & dental insurance coverage, 401(k) retirement savings plan, flexible spending accounts/HSAs, life and disability insurance, company paid holidays and paid time off (PTO), wellness coaching, and an onsite health services.
