Qualified candidates will have a degree in engineering or related field with relevant boiler experience, and must obtain required state and NBIC certifications within set timelines. Travel is extensive and compliance is essential.

Qualifications

• Bachelor's degree or equivalent in engineering, occupational safety/health, construction management, or related field with 1 year of high‑pressure boiler/pressure vessel experience; OR an associate degree with 2 years of relevant experience; OR 3 years of related experience with high school diploma; OR equivalent combination of education/experience.

Responsibilities

• Conduct inspections of boilers and pressure vessels to ensure compliance with state regulations and codes; provide technical guidance to engineers, contractors, architects, owners, and operators.
• Investigate accidents and complaints; prepare detailed reports; recommend corrective actions and enforcement when needed.
• Perform opening/closing conferences with management; supervise safety practices around operating boilers and vessels.
• Support compliance aims by evaluating preventive maintenance and ensuring proper permits and notices are issued.
• Travel as required to inspection sites (more than 50% of the time).

Job Summary

The Department of Business and Industry is hiring to underfill Safety Specialist, Boiler positions within the Mechanical Compliance Section of the Division of Industrial Relations. These positions may be filled in either Reno or Las Vegas depending on the candidate chosen and needs of the agency. After a training period, the incumbent will be responsible for performing the full range of boiler and pressure vessel inspection duties under general supervision. They conduct operating and installation inspections to ensure compliance with state regulations and adopted industry codes, evaluate preventive maintenance practices, issue permits, notices of violation, and recommend enforcement actions when necessary. Once trained, the incumbent regularly receives complex assignments requiring broad knowledge across multiple industries or specialized expertise in specific equipment or processes. They investigate accidents and complaints, determine root causes, prepares detailed reports, and recommends corrective measures to protect public and workplace safety. Additionally, they provide technical guidance to engineers, contractors, architects, owners, and operators regarding code interpretation and operational standards.

Progression in the series may occur upon meeting minimum qualifications, demonstrating satisfactory performance, and receiving the recommendation of the appointing authority.

Essential Qualifications

Bachelor's degree from an accredited college or university in engineering, occupational safety and health, construction management, or a closely related field and one year of experience in the design, construction, repair or operation of high-pressure boilers and pressure vessels and/or heating/ventilation/air conditioning/ refrigeration (HVAC) equipment; OR Associate's degree from an accredited college, university, or trade school in engineering, occupational safety and health, construction management, or closely related field and two years of experience as described above; OR graduation from high school or equivalent education and three years of experience as described above; OR one year of experience as a Safety Associate, Boiler - DIR in Nevada State service; OR one year of experience as a Heat Plant Specialist 2 or HVACR Specialist 1 in Nevada State service; OR an equivalent combination of education or experience as described above.

Job Duties

Conduct inspections of boilers, pressure vessels, and related equipment; provide technical assistance to a variety of professionals; and perform related investigations as needed; conduct shutdown and operating inspections of assigned equipment to ensure compliance with regulations and adopted industry codes related to the equipment’s installation; conduct opening and closing conferences with company management as needed; exercise appropriate safety precautions when working in close proximity to operating boilers and pressure vessels.

Evaluate whether appropriate preventive maintenance is being performed by company personnel; issue notices of violation with time period for abatement; recommend fines when violations are not corrected in specified time period; submit inspection reports which determine whether operating permits are issued, withheld, or revoked; and order changes to the authorized operating pressure of boilers when warranted by the condition of the boiler.

Investigate all accidents and complaints concerning boilers and related equipment to include interviewing complainants/witnesses, inspecting equipment, determining cause and appropriate method of correction; issue administrative fines or permit suspensions as appropriate; prepare investigation reports.

Provide technical assistance in response to inquiries from builders, constructors, architects, owners, users, service, and repair organizations regarding the interpretation of code requirements, maintenance, or operational problems with equipment.

Perform related duties as assigned.

Under general supervision, incumbents continue to receive training in performing the inspection duties described in the series concept. This is the continuing trainee level in the series and progression to the next level in the series may occur upon meeting minimum qualifications, satisfactory performance and with the recommendation of the appointing authority.

Additional Requirements

This is an underfill for a Safety Specialist, Boiler. Incumbents at this level in the series must obtain and maintain a State of Nevada Boiler Inspector’s Certificate of Competency within twelve months of appointment and as a condition of continuing employment. Additionally, they must obtain and maintain a Commission as a National Board of Boiler and Pressure Vessel Inspector within thirty-six months of appointment and as a condition of continuing employment.

A State of Nevada/FBI background check will be required of the selected applicant.

This position requires travel more than 50% of the time.

A valid driver's license is required at the time of appointment and as a condition of continuing employment.

This position requires 'Call Out' and 'Call Back' working conditions as well as the ability to work evenings, weekends, and holidays.
