Job description

Develops, organizes, and manages school safety and security program activities for assigned school construction projects from initial planning and design through construction with the goal of producing safe, high quality learning environments for Seattle Public School students and staff. Establishes and interprets security policies and procedures; evaluates the security program; prepares a budget; and provides timely decision-making, communication, and technical guidance in building safety and security measures.

• Provides project management for the acquisition and implementation of safety, security, and emergency preparedness (SSEP) related projects.
• Assists with the development of the project scope for SSEP projects.
• Ensures SSEP projects are on time and completed within budget by developing project milestones, tracking, and monitoring progress against agreed-upon project deadlines.
• Conducts costs and scheduling variance analysis, making recommendations for corrective actions to mitigate project obstacles and scope changes.
• Provides oversight for work performed by security consultants and contractors. Reviews consultant’s plans and specifications to ensure accuracy, completeness, and compliance with budget, state, and federal regulations.
• Partners with other district departments to monitor school compliance with SSEP requirements, including tracking requests from schools for safety and security-related matters.
• Assists with the assessment of safety and security product offerings in collaboration with other relevant departments to determine appropriateness for district usage.
• Ensures SSEP project prioritization is consistent with the district’s strategic plan.
• Works with budget and finance to budget, verify invoices, and recommends payment of invoices.
• Schedules, attends, and writes compliance follow-up reports of meetings with consultants, and other agencies on all SSEP matters. Serves as SSEP representative on project implementation committees, as requested.
• Develops SSEP project plans and tracks compliance of tasks and activities for projects and grants. Works with the district grants department to assist in obtaining additional funding for SSEP related programs and personnel.
• Identifies organizations, programs, and individuals who can provide cost-effective SSEP related services, including training, equipment, and technology initiatives for Seattle Public Schools.
• Prepares change orders, inspects projects for substantial completion, and prepares a list of possible deficiencies. Arranges for correction of any defects by contractors or vendors.
• Collaborates with the contracting and legal departments to ensure contracts are reviewed and finalized as appropriate and tracks completion of contract terms.
• Assesses contractor/consultant’s performance reports to maintain accurate project records.
• Researches and maintains familiarity with district database and performance evaluation models.
• Develops and implements prevention strategies to minimize the likelihood of school violence.
• Serves on committees, task forces, and special projects as assigned.
• Assigns various parts of projects to consultants for detailed analysis, problem-solving, and development.
• Participates in and may assume the project lead in developing Request for Proposals/Qualifications for procuring, conducting panel interviews, and hiring.
• Reviews and confirms project compliance with district standards and Washington State Office of Superintendent of Public Instruction (OSPI) requirements.
• Attends SPS committee and board meetings when requested.
• Assures that documentation is maintained for construction projects, including construction schedules and records and guarantees by contractors and subcontractors.
• Assures that construction estimate forms are completed to meet requirements for state matching funds and closeout compliance requirements are met with state agencies and District requirements.
• Manages and coordinates project activities with district staff and governmental agencies as appropriate.
