Position Description:
- This position will be assigned to the Valley Region but is a District-Wide position.
- Perform management oversight of construction activity on behalf of the client, report on contractor regulatory and contract safety compliance on multiple project sites.
- Monitor compliance with all current OSHA requirements related to the specific construction projects.
- Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD.
- Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
- Support the Program Safety Manager, including attending required meetings and providing safety reports/analysis as requested.
- Attend construction meetings with college project team and general contractor, leading safety topics (toolbox), reporting on site observations, and reviewing upcoming construction schedules for hazard preparedness.
- Conduct ongoing construction site safety inspections and generate daily safety reports for all site visits.
- Submit weekly Project Health Safety and Environmental Observation Reports to the College Project Manager.
- Review contractor safety submittals, JHAs, MOPs, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry, and hazard assessments of high-risk operations for completeness and accuracy.
- Review contractor incident reports, participate in safety stand-downs, and prepare lessons learned reports for the Program Safety Manager.
- Perform safety documentation with contractor safety representatives.
- Monitor adherence to zero-tolerance and corrective action policies for workers not complying with safety policies.
- Maintain flexibility in schedule and transportation to work at multiple sites across the greater Los Angeles area.
- Work effectively in a fast-paced environment, establishing daily priorities and overseeing multiple active construction projects.
- Maintain good written and oral communication skills.
Minimum Required Qualifications:
- 10 years of commercial construction experience in the US with a General Contractor.
- 5 years of experience in California with a Contractor or major subcontractor.
- 2 years of experience in constructing educational projects in a campus environment.
- Strong experience managing field construction teams on multiple projects.
- Experience with demolition, renovation, and new construction building projects.
- Experience working on OCIP programs.
- All certificates and credentials must be active and current; include copies in the resume package for verification.
- Minimum of a Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by BCSP, or Certified Safety Manager Construction (CSMC) certificate issued by NASP; include copies in the resume package.
- Current First Aid/CPR/AED Certification; include copy in resume package.
- Experience with modernization/renovation projects involving hazardous material abatement, remediation, waste removal, such as asbestos and lead-based paint.
- Strong experience working with senior management and field teams across multiple sites.
- Experience participating in scheduled construction meetings with contractors and project managers.
- Strong safety incident reporting and daily construction reporting experience across multiple projects.
- Effective communication skills with Owner's Construction Management staff and Contractor's Site Management Team.
- Ability to manage and report safety incidents promptly in accordance with OSHA regulations and owner requirements.
- Proficiency with Microsoft Office, Adobe Acrobat, and other basic construction software.
Qualifications:
- Degree in construction management, safety management, safety engineering, or related field.
- Additional safety/health certifications as appropriate.
- Current 40-Hour HAZWOPER certification.
- Current OSHA 500 Trainer in Occupational Safety and Health Standards for the Construction Industry; include copy in resume package.
