Job description

The Safety Lead - Commuter Rail Mechanical is responsible for investigating all incidents involving railroad mechanical components, such as major events and near misses that involve employee injuries, infrastructure damage, derailments, or service interruptions. The Safety Lead responds to incidents, gathers documentation, reports to relevant parties, determines root causes, and collaborates with Railroad Operations (RRO) and Keolis to recommend corrective actions to enhance safety programs, policies, and procedures. The role involves working closely with Keolis to track and implement safety recommendations and supporting the Commuter Rail Safety team with audits and safety assurance activities. The Safety Lead must stay informed about new laws and regulations related to safety and suggest appropriate updates to MBTA Safety management.

Key Responsibilities
  1. Act as a Subject Matter Expert (SME) on Railroad safety matters, advise senior management, and coordinate with the Federal Railroad Administration (FRA) to resolve safety issues.
  2. Perform night and weekend oversight of Keolis mechanical operations as required.
  3. Respond to incidents, gather evidence, and coordinate with departments to supplement investigations.
  4. Oversee safety staff and participate in developing safety policies, goals, and performance metrics.
  5. Assess safety programs through inspections and reviews, collaborating with Keolis Mechanical Leadership and RRO for improvements.
  6. Lead root cause analyses and recommend corrective actions for mechanical safety issues.
  7. Provide technical guidance to support staff on safe work practices and hazard mitigation.
  8. Conduct inspections and audits of facilities, work sites, and equipment to ensure compliance with regulations.
  9. Develop and oversee safety training programs.
  10. Drive company or personal vehicles to inspect sites and assist during emergencies.
  11. Perform additional duties as assigned.
Supervision
  • No direct reports.
Minimum Qualifications
  • Bachelor's degree in Mechanical Engineering, Engineering Technology, or a related field.
  • Six years of experience in railroad operations, mechanical, or train maintenance.
  • One year of supervisory or leadership experience.
  • Valid Class D driver's license.
  • Ability to respond to incidents in various weather conditions and shifts.
  • Experience in safety hazard assessment and mitigation.
  • Knowledge of 49 CFR Parts 200-299 and OSHA standards, with relevant certifications.
  • Understanding of railroad operating rules and safety standards.
  • Experience in safety program facilitation and incident investigations.
  • Strong organizational, analytical, and communication skills.
  • Proficiency in Microsoft Office.
  • Ability to complete safety training certifications within specified timeframes.
Preferred Qualifications
  • Knowledge of CAD, mainframe, or database applications.
  • Master's degree in mechanical engineering or related field.
  • Experience in transportation safety.
  • Familiarity with APTA Standards and safety certifications like TSSP.
