Job description

The Safety Lead – CR Engineering is responsible for investigating incidents involving railroad engineering components, such as major events and near misses. The role includes responding to incidents, collecting documentation, reporting, determining root causes, and collaborating with Railroad Operations (RRO) and Keolis to develop corrective action plans to enhance safety programs, policies, and procedures.

The Safety Lead will support Keolis in tracking and implementing safety recommendations and assist the Deputy Director of Safety Assurance and the Commuter Rail Safety team with safety audits. Staying updated on new laws and regulations related to safety and recommending appropriate changes to MBTA Safety management are also key responsibilities. This role is for second shift.

Key Responsibilities
  1. Act as a Subject Matter Expert (SME) on railroad safety matters, advising senior management.
  2. Respond to incidents, gather evidence, and report to relevant parties promptly.
  3. Oversee Safety Specialists, Safety Analysts, and Safety Audit Coordinators.
  4. Assess safety programs through inspections and reviews, identifying areas for improvement.
  5. Collaborate with FRA representatives to resolve safety issues.
  6. Participate in committees to develop safety policies, goals, and metrics.
  7. Lead root cause analyses and recommend corrective actions for engineering activities.
  8. Provide technical direction to support staff for safe work practices.
  9. Work primarily day shifts, with flexibility for night and weekend shifts.
  10. Conduct inspections and audits to ensure compliance with safety standards.
  11. Oversee capital programs indirectly to ensure safety compliance.
  12. Develop and review safety training programs.
  13. Design safety inspections and hazard assessments, presenting findings to stakeholders.
  14. Gather necessary incident investigation information from various departments.
  15. Partner with engineering leadership on safety and engineering compliance projects.
  16. Perform oversight of mechanical operations during night and weekend shifts.
  17. Perform additional duties as assigned.
Minimum Qualifications
  • Bachelor's degree in Civil Engineering, Engineering Technology, or related field.
  • Six (6) years of experience in railroad operations or related areas.
  • Experience in safety hazard assessment and mitigation.
  • Knowledge of 49 CFR Part 200-299 and railroad operating rules.
  • Understanding of 49 CFR 213 Track Safety Standards and remedial actions.
  • Experience in safety program facilitation and incident investigations.
  • Strong organizational and analytical skills.
  • Proficiency in Microsoft Office Suite.
  • Effective communication and customer service skills.
  • Valid driver's license.
Additional Requirements
  • High School Diploma or GED with 7 years of related experience, or an associate degree with 3 years, or a master's degree with 2 years of experience, or relevant certifications substituting for experience.
Preferred Experience and Skills
  • Knowledge of CAD and database applications.
  • Master's in Civil Engineering or related field.
  • Experience in transportation safety.
  • Knowledge of APTA Standards, NORAC rules, and safety systems.
  • Understanding of SMS, OSHA standards, and safety certifications.
