Job summary

Valero Energy is seeking a qualified individual to join their safety team at the Port Arthur Refinery. The role involves ensuring compliance with federal and state safety regulations, developing training programs, and collaborating with operations to implement effective safety practices. Job description

Responsibilities

• Understand State and Federal safety regulations, assess and communicate implications to Operations, and work with Operations to develop and implement cost‑effective compliance solutions.
• Work with Regional and other Safety Engineers to develop and implement Best Practices for common safety regulations and issues.
• Interact and collaborate with the site Operations organization; maintain good communication, presentation and interpersonal skills to help implement required process changes.
• Facilitate writing or reviewing site safety procedures, translating regulatory requirements into written procedures.
• Develop and recommend business‑driven, cost‑effective strategies to reduce burden on Operations while maintaining compliance.
• Develop and deliver training to site employees on safety issues arising from new or changing federal or state regulations.
• Maintain records to demonstrate compliance; review plant modifications for safety system documentation.
• Interact with agency inspectors to minimize negative impacts; negotiate with agencies on interpretation and applicability of regulations.
• Participate in trade association meetings (Tcc, VPPPA, ASSE) for assigned field.
• Support professional and personal development and career planning with supervisor.
• Reduce safety costs through implementation of Best Practices.
• Collaborate with region and other site safety organizations on consolidated contracts and value‑added projects.
• Implement processes to meet regulatory requirements and ensure operating flexibility; evaluate process changes and new chemicals for safety impact (Management of Change).
• Hold signature authority to issue releases against standing purchasing orders at the discretion of the Site HSE Manager.
• This position is salaried exempt; overtime is not applicable.
• All successful candidates must be eligible to obtain a TWIC card and must wear it at all times while working at the refinery.

Qualifications

• Able and willing to work on‑site, in‑person at the Valero Port Arthur Refinery.
• Bachelor’s or higher‑level degree in Engineering or a related science.
• Minimum of 2 years of safety experience.
• Experience representing a company to regulatory agencies.
• Petrochemical experience preferred.
• Refinery turnaround experience preferred.
