Job summary

Center for Elders’ Independence seeks a Safety & Emergency Preparedness Program Manager to build and oversee a comprehensive safety program across CEI facilities, clinics, transportation, and home care. Qualifications

  • Bachelor’s degree in Health & Safety, Public Health, Healthcare Administration, or related field.
  • Minimum of three years’ experience in healthcare safety, emergency management, or risk management.
  • In-depth knowledge of OSHA, CMS, and state safety regulations, particularly in elder care or outpatient settings.
  • Strong oral and written communication, training, and problem-solving skills.
  • Familiarity with risk management principles and incident command systems.

Responsibilities

  • Collaborate with CHRO to design and implement a standardized emergency management structure (HICS/NIMS).
  • Ensure effective deployment of emergency information through Everbridge.
  • Lead development, implementation, and evaluation of CEI’s Safety Program.
  • Conduct Environment of Care rounds across all PACE locations to identify safety risks.
  • Chair Safety Committee and support CMS/DHCS audit preparedness.
  • Assess hazards and develop corrective action plans to prevent incidents.
  • Establish safety policies ensuring OSHA, CMS, DHCS, CDPH compliance.
  • Investigate incidents, generate reports, and lead root-cause analyses.
  • Utilize incident reporting, audit checklists, dashboards, LMS, and document control tools.
  • Design and deliver engaging safety training for staff (infection control, emergency response).
  • Collaborate cross-functionally to uphold safety across facilities, transportation, and home care.
  • Direct the Emergency Preparedness Program and ensure readiness for emergencies.
  • Maintain documentation of safety audits, investigations, and inspections.

Safety & Emergency Preparedness Program Manager

The Center for Elders’ Independence is a PACE (Program of All-Inclusive Care for the elderly) organization that uses an interdisciplinary team approach to care planning and care implementation for the purpose of providing high quality, affordable, integrated health care services to the elderly, including an Adult Day Health Center, and promoting autonomy, quality of life and the ability of individuals to live in their communities.

The Position: Under the direction of the Chief Human Resources Officer (CHRO), the Safety & Emergency Preparedness Program Manager is responsible for building, implementing, and continuously improving safety across all PACE care settings for participants, staff, visitors, volunteers and contracted providers. Specifically, this role will oversee initiatives across all CEI facilities including PACE center facilities, clinics, transportation, and home care. This role leads proactive hazard identification, incident response, and safety education, in alignment with OSHA, CMS, state, and local health and safety regulations. The Safety & Emergency Preparedness Program Manager champions a culture of safety, accountability, and continuous improvement throughout the organization to support zero harm and high reliability.

The annual pay range for the Safety & Emergency Preparedness, Program Manager position at Center for Elders’ Independence is $102,302 to $153,454. Placement within the range is determined based on job-related factors such as relevant experience, skills, abilities, internal equity, and market data, consistent with CEI’s annual compensation review and established compensation practices.

DUTIES AND RESPONSIBILITIES:
  • Collaborate with the CHRO and other leaders to identify, design, implement, and provide training on a standardized emergency management structure, such as the Hospital Incident Command System (HICS) or a protocol aligned with the National Incident Management System (NIMS), to ensure a coordinated and effective organizational response to emergencies.
  • Ensure the effective deployment of emergency information through Everbridge.
  • Lead the ongoing development, implementation, evaluation, and continuous improvement of CEI’s comprehensive Safety Program.
  • Conduct regular Environment of Care (EOC) rounds, and other preparedness activities, across all PACE locations—clinical and non-clinical—to proactively identify and mitigate safety risks.
  • Chair the Safety Committee and actively participate in other internal committees, contributing to ongoing audit preparedness (e.g., CMS, DHCS).
  • Assess potential hazards to participants and staff and develop corrective action plans to address and prevent incidents.
  • Establish and enforce safety policies and procedures that ensure full compliance with OSHA, CMS, DHCS, CDPH, and other relevant regulatory bodies.
  • Investigate safety incidents, prepare detailed reports with findings and lead root cause analysis and corrective action planning.
  • Use technology tools including incident reporting platform, audit checklists, CAP tracker, dashboard/BI tools, LMS training platforms, and document control software.
  • Design and deliver engaging safety training programs for staff, covering topics such as infection control, hazard communication, emergency response, and incident command.
  • Collaborate cross-functionally with departments to uphold safety standards across all care environments, including facilities, transportation, and home care.
  • Direct the Emergency Preparedness Program, ensuring organizational readiness for a range of emergency scenarios.
  • Maintain accurate documentation of safety audits, incident investigations, and regulatory inspections.
REQUIRED QUALIFICATIONS:
  • Bachelor’s degree in Health & Safety, Public Health, Healthcare Administration, or related field.
  • Minimum of three years’ experience in healthcare safety, emergency management, or risk management.
  • In-depth knowledge of OSHA, CMS, and state safety regulations, particularly in elder care or outpatient settings.
  • Strong oral and written communication, training, and problem-solving skills.
  • Familiarity with risk management principles and incident command systems.
PREFERED QUALIFICATIONS:
  • Experience in a PACE organization, long-term care, or home health environment.
  • Certified Healthcare Safety Professional (CHSP).
  • OSHA 30-Hour – General Industry certification.
