Job summary

Okaloosa County seeks a Safety Specialist to support technical safety and health initiatives across departments. You will assist in developing and maintaining written programs, deliver training, and perform regular inspections to identify hazards and ensure regulatory compliance.

Qualifications

  • Bachelor's degree in Safety Technology, Safety Engineering, Occupational Safety and Health or closely related field.
  • Two years of progressively responsible experience in the safety field or an equivalent combination of education, training and experience.
  • Experience with Microsoft Office including Excel and Word is preferred.

Responsibilities

  • Assist in development, implementation and maintenance of safety and health programs.

  • Conduct regular safety, health and ergonomic inspections of facilities and worksites.
  • Prepare inspection reports and recommend corrective actions.

  • Design and distribute safety newsletters, bulletins and flyers.
  • Coordinate ADA compliance efforts for public accommodations with the Risk Manager.
  • Assist during emergencies and coordinate with Emergency Management Operations.
  • Lead the County Safety Committee and foster cross-department collaboration.

Job description

Provides technical safety and health support to promote and improve workforce safety.

  • Assists in the development, implementation, and maintenance of various written safety and health programs, to include Hazard Communication, Exposure Control (Bloodborne Pathogens and TB), and Respiratory Protection.
  • Administers safety training programs; develops and customizes training courses, content and materials; delivers training; evaluates effectiveness; and makes necessary adjustments to improve training and outcomes.
  • Conducts regular safety, health, and ergonomic inspections of facilities, equipment, and worksites to identify hazards and verify compliance with applicable safety regulations, policies, and standards.
  • Prepares reports documenting inspection findings; provides recommendations for corrective actions to address identified deficiencies.
  • Evaluates safety and personal protective equipment (PPE) needs and participates in the selection and implementation of appropriate solutions.
  • Develops and maintains a database for tracking employee safety training and required certifications; maintains supporting documentation.
  • Designs, produces and distributes newsletters, safety bulletins and flyers regarding safety activities and awareness campaigns.
  • Ensures periodic inspections of motorized vehicles are conducted.
  • Conducts incident investigations, documents findings, and provides updates to the Risk Manager.
  • Assists the Risk Manager in maintaining and advancing the long-range plan for ADA (Americans with Disabilities Act) compliance of public accommodations; coordinates with the Risk Manager regarding plan updates, changes, and compliance-related matters.
  • Coordinates with Emergency Management Operations to ensure safety protocols are met during a County or State declared emergency.
  • Assists in the maintenance of the County's Risk Management Policies and Procedures and Safety Manual.
  • Leads and coordinates the County's Safety Committee; cultivates positive and productive working relationships with County departments, employees and vendors.
  • Performs other duties as assigned.
Education, Training and Experience:

Bachelor's degree in Safety Technology, Safety Engineering, Occupational Safety and Health or closely related field; supplemented by two (2) years of progressively responsible experience in the safety field, or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Requires experience in Microsoft Office to include Excel and Word. Experience in construction safety is preferred. Experience with a state or local government in the safety field is preferred.

Licenses and/or Certifications:

Requires a valid driver license.

Physical Requirements:

Requires the ability to operate modern office equipment, to include computers, copy machines and related peripherals. Must be able to exert up to 45 pounds of force occasionally, or a negligible amount of force to constantly to lift, carry, push and pull or otherwise move objects. Must be able to bend legs at knees to come to rest on knee(s). Must be able to reach, extending hand(s) in any direction. Must be able to handle seize, hold, grasp, turn or otherwise work with hand(s). Physical demands are in excess of those for sedentary work.

Language Ability:

Requires the ability to communicate effectively in English, both in writing and by speaking, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Requires ability to read a variety of moderately complex records, reports, policy and procedure manuals, professional journals, etc. Requires the ability to read and interpret policy and procedure. Requires the ability to prepare forms and reports using prescribed formats and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate in the various professional languages of the county departments, as such relates to safety functions.

Intelligence:

Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in writing and oral; to make independent judgments; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude:

Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages; compute ratio and proportion; interpret graphs.

Interpersonal Temperament:

Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the general public including the ability to diplomatically and effectively influence, impact and interact with the public and with co-workers. Must be able to perform under stress when confronted with frequent deadlines.
