Responsibilities

• Lead day-to-day coordination and implementation of the OPCA RHTP FQHC Transformation program with OHA and participating centers.
• Support recipient organization onboarding, participation tracking, and implementation activities for timely direct payments.
• Serve as primary contact for participating organizations and manage data collection for payments.
• Develop resources, guidance documents, FAQs, workflows, and communications.
• Track program milestones, deliverables, deadlines, and participation requirements.
• Coordinate technical assistance, training, and engagement activities.
• Monitor program performance and propose process improvements.
• Collaborate with OHA and partners to resolve operational issues.
• Support budgeting, funding allocation, and reporting for Direct Payments.
• Prepare reports, dashboards, and briefings for stakeholders.
• Ensure grant compliance and reporting obligations.

*The Rural Health Transformation Program Manager is a limited duration (1 year) position funded through the Oregon Health Authority. Funding for future years has not yet been determined, though there is a possibility that this role and its associated work may continue beyond the initial year.

This position is open to Oregon and SW Washington candidates only. Please note that we are a dog-friendly office.

What We Need:

The Rural Health Transformation Program Manager reports to the VP of Programs and is responsible for management of the Rural Health Federally Qualified Health Center (FQHC) Transformation Grant for the Oregon Primary Care Association (OPCA). This position involves supporting the implementation of the RHTP FQHC Transformation grant funding, coordinating resources across OPCA, individual health centers, tribal organizations, and other stakeholders. This position acts as the primary liaison between OPCA, health centers, tribes, and the Oregon Health Authority.

Who You Are:

A highly skilled program manager with:

• Impeccable communication skills and alignment with OPCA's non-profit mission and values.
• Demonstrated experience managing grants, complex projects involving multiple organizations, stakeholders, vendors, and/or technology systems.
• Familiar with a variety of project management concepts, practices, and tools.
• Excellent organizational skills with demonstrated ability to successfully manage long-term and short-term projects simultaneously and to anticipate upcoming events, deadlines, and expectations to prioritize multiple tasks.
• Able to integrate best practices and emerging information.
• Able to work comfortably and competently with health center leaders and staff at every level .
• Able to develop and maintain effective relationships with participating organizations, and program partners, including the Oregon Health Authority.
• Able to work with people who think, act, look, and/or live in a manner different from oneself.
• Familiarity with project or program management methodologies.
• An understanding of health care, FQHCs, and/or tribal health.
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

What You’ll Do At OPCA:

• Lead day-to-day coordination and implementation of the OPCA RHTP FQHC Transformation program in partnership with the Oregon Health Authority (OHA), participating Federally Qualified Health Centers (FQHCs), and tribal health organizations. .
• Support recipient organization onboarding, participation tracking, and implementation activities necessary to facilitate timely and accurate direct payments.
• Serve as a primary point of contact for participating organizations, coordinates collection, validation, and submission of required organization financial, and operational data to support payment calculations and program administration.
• Develop and maintain implementation resources, guidance documents, FAQs, workflows, and communication materials to support participating organizations and stakeholders.
• Track program milestones, deliverables, deadlines, and participation requirements, proactively addressing barriers and implementation challenges.
• Coordinate technical assistance, office hours, training, and engagement activities to ensure successful implementation across participating organizations.
• Monitor program performance and recipient organization trends and develop recommendations for process improvement and operational efficiencies.
• Collaborate with OHA and external partners to identify, resolve, and elevate operational issues related to payment implementation and administration.
• Support budget tracking, funding allocation processes, and reporting activities associated with RHTP Direct Payments.
• Prepare reports, presentations, dashboards, and briefings for OHA, OPCA leadership, participating organizations, and other stakeholders.
• Ensure compliance with grant requirements, reporting obligations, payment methodologies, program policies, and applicable state and federal requirements..
• Work directly with health center staff, OPCA staff, and independent contractors to ensure project tasks are completed and goals are met on time within the applicable scope and budget.
• Facilitate and attend relevant stakeholder, workgroup, implementation, and project meetings.

Minimal Qualifications:

• Professional with advanced level of proficiency. Generally, requires a bachelor’s degree and/or 5-7 years of progressively responsible experience in project management, health care operations, or a related field; equivalent combinations of education and experience may be considered.
• Fluency in written and spoken English.

Starting Range:

$65,000 - $81,000

OPCA works a hybrid schedule of two days in our downtown office and three days remote.
