Job summary

State of Colorado is seeking a Program Analyst for the Rural Health Transformation Program (RHTP) within the BHIC division. This term-limited role focuses on performance measurement, data analysis, and evaluation to inform policy decisions and program improvements.

Qualifications

• Seven (7) total years of professional experience in performance management, program evaluation, data analysis, or a closely related field.
• Bachelor's degree as listed plus three (3) years of professional experience in those areas; education substitutes allowed as described.

Responsibilities

• Lead performance management for Colorado’s Rural Health Transformation Program (RHTP), developing statewide performance standards, KPIs, evaluation methodologies, dashboards, reporting processes, and continuous quality improvement strategies.
• Turn complex data into actionable insights by analyzing and integrating information from multiple sources, identifying trends and risks, measuring program outcomes, and developing recommendations for leadership and policy decisions.
• Build dashboards, visualizations, and executive-level reports communicating RHTP performance, trends, risks, and opportunities to Department leadership, CMS, policymakers, and stakeholders.
• Lead RHTP performance reporting and data quality efforts, including CMS reporting, performance measure development, data validation, quality assurance, benchmarking, and establishing reporting standards.
• Provide technical leadership and consultation on performance measurement, analytics, reporting, and continuous quality improvement to staff, grantees, contractors, evaluators, and partners.
• Oversee the RHTP Evaluation Contract and guide the five-year evaluation strategy, monitoring contractor performance, timelines, deliverables, methodologies, and compliance.
• Translate evaluation findings into practical recommendations for leadership and program partners.
• Lead special projects and conduct policy and data analysis for executive, legislative, CMS, and Other time-sensitive requests.
• Collaborate across the Department and with external partners to translate performance data into reports, presentations, public communications, and stakeholder materials.
• Support RHTP implementation with travel to rural communities for grant oversight, site visits, and stakeholder engagement.
