Hybrid working (a blend of working remote and from home) will be required. You should expect to work 1-2 days a week in a Navy Headquarters location suitable to the successful candidates home, in agreement with your Line Manager. Weekly detached duty travel to other locations around the UK is essential. The role will require the successful candidate to work day to day visiting locations within the South Region (South of M4 & M25).
Job Summary
Navy Command is made up of over 35,000 people, both Civilian and Military, who make sure that the UK's maritime capabilities, including ships, submarines, naval aircraft and Royal Marine units are developed and operated around the globe. It includes a number of functional business areas and locations across the UK, with our operational units deployed globally. Combined Cadet Force Royal Navy/Royal Marines provides young people with an insight into life within the armed forces without mandating them to 'join up'. Cadet Force activities are a blend of military experience and adventurous training designed to provide controlled yet challenging experiences. The role of the Training Safety Advisor (TSA) is pivotal to achieving the correct blend of "Controlled Risk".
This is a safety critical role based within the small team of TSAs, working for the Combined Cadet Force Royal Navy/Royal Marines HQ based in Portsmouth. You will be responsible for the development of safety capability and ensuring that suitable management processes are in place for some 60 CCF RN/RM sections. The role provides assurance to Navy Command that Cadet Force activities taking place within CCF RN/RM sections are safe and compliant.

Job Description
The Role of TSA South is part of a national team, employed regionally to provide Safety critical support to CCF RN/RM sections and to ensure activities are safe and compliant.
TSA South will have an area of responsibility broadly based south of M4 and M25 but with a degree of flexibility to cover peak requirements. This is up to approximately 60 schools. These schools are a mixture of (but not limited to) Public, Grammar, Academy, University Technical Colleges and Independent schools. CCF RN/RM is offered to both Boarding and Day School children.
Who are we looking for?
An Experienced Individual Who Has Evidence Of Capably Managing At a Regional Or National Level And/or a History Of Providing Safety Advice And Guidance To Customers, Ideally In a Maritime/military Setting. Previous Experience Of Working With Adult Volunteers Would Be Highly Advantageous. As a Safety Advisor, You Will Be Able To:
- Travel to schools within your predefined area, work with Cadet Force Adult Volunteers who are attached to individual CCF RN/RM Sections, and provide them with elements of safety training, complete assurance work and write reports to capture your findings from the visits.
- Act as a trusted advisor on cadet force Safeguarding matters, Safety Management and can challenge improper practices.
- Build and maintain strong, influential working relationships with school employees, other single Service employees, outsourced collaborators and other stakeholders within the Cadet Force domains.
- Lead on the development of CFAV safety capability and deliver low level training within sections to continually improve safety awareness and competence.
- Advocate and champion the Defence Safety Strategy, proactively contributing to the continuous improvement of Safety delivery across Defence, specifically within the cadet space.
- Act as the Safety lead and point of contact on medium and large-scale activities (Camps & Courses) where there is an inherent risk posed to cadet’s welfare.
- Work with local commercial training providers to ensure that their safety arrangements are in place and meet MODs internal requirements.
- Complete a proactive checking process and provide assurance to Navy Command that submitted permissions to train (Form 17’s) are suitable and sufficient, ensuring that a Safe System of Training is illustrated and risks have been reduced to a level as low as reasonably practicable to keep our children safe.

Person specification
The Successful Candidate Will:
- Lead via a clear passion for safety and will strive to keep people safe whilst conducting cadet force activities by working closely with individuals to develop understanding of safety arrangements and to highlight examples of best practice to foster a healthy safety culture.
- Provide support and guidance to CFAVs where room for improvement exists by creating action plans, providing additional training & support and offering clear and honest feedback to individuals.
- Liaise with all relevant stakeholders to deliver efficient and effective safety management across CCF RN/RM, including providing advice and guidance on policy and support to Cadet Force sections in their respective region.
- Analyse safety reports and inspections to identify trends, areas of strength and weakness and to work with the Training Safety Team Leader to develop strategies to improve safety performance.
- Regionally broadcast safety critical information i.e. Safety Notices, Newsletters, amendments to policy & procedure to ensure that CCF RN/RM sections are working on the most up to date direction and guidance.
- Work with their CCF RN/RM sections and CFAVs to develop training locally by encouraging up-skilling, setting out what arrangements are required and liasing with other stakeholders to ensure that the equipment that is used is safe & compliant.
- Not be alarmed by having to intervene and stop an activity where there is reason to believe that the activity is potentially unsafe.
Essential Criteria:
- Suitably qualified EITHER holding a Level 3 in Occupational Safety & Health OR can demonstrate an expert level of knowledge/experience in at least one Adventurous Training discipline.
- Experience of building strong, influential professional partnerships with a broad range of diverse and demanding customers within a large and complex environment.
- Good communication skills, including experience of communicating confidently about Safety issues and solutions, and providing constructive challenge and appropriate feedback to senior leaders.
- Experience of using an evidence-based approach, including the analysis of Safety data, to find opportunities for improving a safety culture.
- Awareness of the contents Health and Safety at Work Act 1974 and subsequent applicable H&S Regulations e.g. Management of Health & Safety at Work Regulations 1999.
Desirable Criteria:
- Qualified to NEBOSH General Certificate and is practising as a Safety Professional to Tech IOSH.
- Experience of delivering and managing interlinking multi discipline Adventurous Training packages and holding suitable qualifications e.g. Royal Yachting Association Senior Instructor, British Canoeing Performance Coach Award, Mountain Training Mountaineering and Climbing Instructor.
- Experience at a Senior Volunteer level managing and coaching other Adult Volunteers.
- Knowledge of ISO 45001:2018 - Occupational Health and Safety Management Systems.
- An understanding of safety regulations, policies, processes and practices across the MOD/Cadet Force space.
