PURPOSE OF CONSULTANCY

OBJECTIVE OF THE OFFICE/DEPARTMENT
Department of Evidence and Intelligence for Action in Health (EIH) is responsible for leading the Organization into a full fluid cycle that begins with the production and availability of quality basic and disaggregated data and the strengthening of information systems and digital transformation for health as fundamental pillars, the subsequent ethical use of data to produce health intelligence through analysis, modelling, forecasting, and data science to guide decisions and actions in health, knowledge generation and management to improve the access, use, and sharing of evidence in health, the prioritization of research agendas and resources to respond to Regional priorities, and culminating with knowledge translation to support evidence- informed decisions and policy making in public health, including the implementation of research policy and bioethics programs and the management of the Pan American Journal of Public Health.

Purpose of Consultancy
The consultant will work for the Regional Program on Bioethics and the Evidence and Knowledge Translation, and Scientific Intelligence for Impact programs in EIH’s Unit of Science and Knowledge for Impact (SK). The consultant will support the delivery of technical cooperation through the development and dissemination of scientific communication and digital and media content, pertaining to scientific research, evidence and bioethics. Candidates must possess relevant knowledge and experience handling communications, media and digital content on the specific topics of work of SK, e.g., clinical trials, human genomics, and evidence synthesis.

EIH’s Unit of Science and Knowledge for Impact (SK) works to harness the power of science, innovation, and evidence to achieve universal health and health for all. This is achieved by building capacity in the region and supporting PAHO and Member States in strengthening ethics, evidence support, research and development systems, knowledge management and translation, and science communication. It includes the Regional Program on Bioethics and the Evidence and Knowledge Translation, and Scientific Intelligence for Impact programs, among others. It supports PAHO entities and Member States integrating ethics in health, informing clinical guidelines and public health decisions on evidence, and harnessing the power of science to advance the health and wellbeing of people in the Americas.

DESCRIPTION OF DUTIES:

The duties of consultants include those listed below, which must be carried out in compliance with PAHO’s policies and required institutional processes, and in coordination with PAHO’s Department of Communications.

  • Development of digital content (including websites and media and communication products) to reach a broad audience on bioethics, evidence synthesis and knowledge translation, and key areas of SK’s work such as clinical trials and genomics.
  • Support the dissemination of technical products and resources on bioethics, evidence synthesis and knowledge translation, including through the organization of webinars and the adaptation of the resulting recordings and material for broader use, and using a broad array of PAHO internal and external communication channels and tools.
  • Maintain and continuously update SK websites on bioethics, evidence synthesis and knowledge translation and platforms and portals led by the above-mentioned SK programs (e.g. human genomics and clinical trials), ensuring the integration of content across sites and the improvement of the sites and the relevant communication products.
  • Support the design and format adaptation of training material and technical resources on the above-mentioned technical areas.

Qualification requirements of the consultant:

Education: A bachelor’s degree in communications or journalism, or any field related to the functions of the post, from an accredited university. A master’s degree in a related field is highly desirable.

Languages: Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Years of relevant experience: More than ten years of combined national and international experience working in content development, media and digital tools, and scientific communication in Spanish and English, with documented work experience on topics of scientific research, evidence, and bioethics. (National and international professional experience are required). Experience must include development of content and design of digital tools on bioethics, clinical trials, human genomics, and evidence and knowledge translation for audiences in Latin America and the Caribbean. Professional experience in international organizations (e.g. UN or Inter-American system) and in countries in Latin America and the Caribbean is necessary.

Daily Pay Rate: Depending on deliverables, daily rates can vary. Taking into account 20 working days per month, it can be estimated at $260 (Band B).
