Job summary

I-66 Express Mobility Partners is seeking a Roadway Trainer to develop, deliver, and support technical training for incident response, maintenance tasks, and seasonal preparedness. The role may include hands-on technician duties as needed to support field operations and safety programs.

The trainer will design programs, coach staff, and maintain records in the learning management system, ensuring adherence to safety standards and procedures.

Qualifications

  • High school diploma or equivalent; associate degree, technical certification, vocational training, OSHA certification or instructor/trainer certification preferred.
  • 3 to 5+ years of experience in traffic control, roadway maintenance and incident command systems (ICS).
  • Prior experience training, mentoring, coaching or instructing technical staff strongly preferred.
  • Computer proficiency including Microsoft Word, Excel, PowerPoint, PC-based programs, LMS/e-learning tools and digital training records.

Responsibilities

  • Design, develop, update, and deliver roadway maintenance and incident response training programs, lesson plans, and materials that align with best practices, VDOT and OSHA standards.
  • Conduct classroom, field, and on-the-job training for maintenance crews.
  • Demonstrate proper roadway maintenance techniques (pavement repair, drainage, signage, vegetation control, etc.).
  • Train employees on safe operation and maintenance of tools, vehicles and heavy equipment.
  • Deliver safety training on work zone traffic control, hazard recognition, PPE and emergency response.
  • Monitor field activities to ensure adherence to safe work practices.
  • Assess employee knowledge and skills through testing and field evaluations.
  • Provide coaching, feedback and corrective training as needed.

About us

In 2016, the Commonwealth of Virginia selected a Cintra‑led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29).

Once completed, the project will include three toll‑free general‑purpose lanes in each direction and two express lanes in each direction with a state‑of‑the‑art open‑road electronic toll‑collection system. Expanded transit service, park‑and‑ride lots and interchange enhancements will further improve travel along I‑66. The project will also connect several shared‑use paths to create more multimodal options. As an innovative and efficient public‑private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description
About the Role

I‑66 Express Mobility Partners (EMP) operates and maintains 22.5 miles of express toll lanes on I‑66 from I‑495/Capital Beltway to Gainesville, VA. The Roadway Trainer develops, delivers, and supports technical training for incident response, maintenance tasks and seasonal preparedness. Although the primary focus is training, this position can also serve as a working technician as needed. The Trainer must be able to support field operations including maintenance, incident command functions and winter maintenance activities, reinforcing safe work practices and standardized procedures.

Key Responsibilities
  • Design, develop, update, and deliver roadway maintenance and incident response training programs, lesson plans, and materials that align with best practices, VDOT and OSHA standards.
  • Conduct classroom, field, and on‑the‑job training for maintenance crews.
  • Demonstrate proper roadway maintenance techniques (pavement repair, drainage, signage, vegetation control, etc.).
  • Train employees on safe operation and maintenance of tools, vehicles and heavy equipment.
  • Deliver safety training on work zone traffic control, hazard recognition, PPE and emergency response.
  • Monitor field activities to ensure adherence to safe work practices.
  • Assess employee knowledge and skills through testing and field evaluations.
  • Provide coaching, feedback and corrective training as needed.
  • Identify skill gaps and support employee development.
  • Train staff in proper inspection, operation and maintenance of roadway equipment.
  • Coordinate specialized or vendor‑led equipment training when required.
  • Collaborate with I‑66 Training Manager and attend monthly training meetings.
  • Assist manager in creating a skill matrix for roadway maintenance and incident response teams.
  • Support supervisors in improving team performance and productivity.
  • Maintain accurate training records, certifications and compliance documentation in the learning management system.
  • Lead by example in safety, professionalism and operational excellence.
  • Knowledge of roadway maintenance and traffic incident management.
Qualifications
Education, Experience & Certification
  • High school diploma or equivalent required; associate degree, technical certification, vocational training, OSHA certification or instructor/trainer certification preferred.

Work Environment & Physical Demands

This position works in classroom, office, shop and field‑based environments. Training preparation and documentation are completed primarily in an office setting, but the role may require field support for maintenance, troubleshooting, repairs, system testing, outages and other operational needs. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. All necessary personal protective equipment (PPE) will be provided.

  • Ability and willingness to work alternate schedules, including weekends and night shifts.
  • May be required to work off‑hours on a regularly scheduled basis.
  • Must maintain a clean driving record.
  • Noise levels may be moderate to high due to heavy machinery and traffic conditions.
  • Frequent exposure to moving mechanical parts, outdoor weather conditions and traffic.
  • Specific vision abilities required include ability to adjust focus as needed for computer use.
  • While performing duties, employee is regularly required to talk or hear.
  • Ability to lift and/or move up to 50 pounds and occasionally up to 80 pounds.
  • Ability to bend, squat, crawl, reach and maneuver in tight spaces and in elevated positions via bucket truck.
  • Must be able to work in elevated positions in various weather conditions.
  • Local travel required; ability to drive a company vehicle.
Compensation

$34 – $40 per hour. The salary/hourly range above represents the full pay band for this position. Actual compensation offered will be determined based on a candidate’s relevant experience, skills, certifications and qualifications at the time of hire, and may fall at any point within this range. In limited circumstances, compensation above the posted range may be considered for an exceptionally qualified candidate.
