Job summary

E-Z Bel Construction, LLC is seeking a senior field operations leader to drive complex traffic signal and ITS projects. You will manage underground and overhead scopes, ensure safety compliance, and translate plans into safe, high-quality installations delivered on time and within budget.

The role requires hands-on leadership of Foremen and crews, with a strong focus on planning, coordination, and continuous improvement.

Qualifications

  • 7-10+ years in traffic signal or related electrical/civil construction with Superintendent or senior Foreman experience.
  • Expertise in signals, ITS, illumination, underground conduit/foundations, and overhead signal installation.
  • OSHA 30 preferred; excavation/trenching competent person and IMSA certifications preferred.
  • Comfort with iPad-based field applications and HCSS for time, quantities, diaries, and documentation.
  • Valid driver’s license; available for nights, weekends, or emergency response as needed.
  • High school diploma/equivalent required; related electrical or construction management coursework preferred.

Responsibilities

  • Safety Leadership: champion OSHA, TxDOT, COSA, COA, and company safety standards; run daily huddles and targeted audits.
  • Field Execution: oversee daily work for underground and overhead scopes: utility locating, trenching/boring, conduit placement, foundations, pole erection, cabling, cabinet install, testing, and activation.
  • Technical Direction: interpret and enforce plans, specifications, MUTCD/NEC standards, cabinet drawings, wiring diagrams, and traffic control plans.
  • Complex Operations: define means and methods for crane/bucket operations, high-mast or large sign installation, deep excavation, night work, and phasing in live traffic.
  • QA/QC: ensure compliance for foundations, conduit systems, wiring/grounding/terminations, cabinet installs, testing readiness, punch-list completion, and acceptance.
  • Troubleshooting: lead resolution for detection systems, MMUs/conflict monitors, controllers, communications, and field devices.
  • Resource Planning: set production goals; allocate crews, equipment, and sequencing to protect the schedule.
  • Materials & Inventory: monitor signal materials, consignment items, equipment, and high-demand components to avoid shortages, downtime, damage, and waste.
  • Documentation & Reporting: keep logs, quantities, redlines, testing records, production reports, and HCSS data; participate in L10s, look-aheads, and coordination meetings.
  • Stakeholder Interface: field point for inspectors, agencies, utilities, and clients; coordinate inspections, testing, energization, and final acceptance.
  • Leadership: direct Foremen and multiple crews; drive standard work, lessons learned, field training, and continuous improvement.

Your Impact
  • Safety Leadership: Champion OSHA, TxDOT, COSA, COA, and company safety standards; run daily huddles and targeted audits (traffic control, excavation, lifting, fall protection, electrical, confined space, equipment); support investigations, corrective actions, and retraining.
  • Field Execution: Oversee daily work for underground and overhead scopes: utility locating, trenching/boring, conduit placement, foundations, pole erection, cabling, cabinet install, testing, and activation.
  • Technical Direction: Interpret and enforce plans, specifications, MUTCD/NEC standards, cabinet drawings, wiring diagrams, and traffic control plans; verify layouts for poles, foundations, conduits, pull boxes, cabinets, detection, and pedestrian features.
  • Complex Operations: Define means and methods for crane/bucket operations, high-mast or large sign installation, deep excavation, night work, and phasing in live traffic.
  • QA/QC: Ensure compliance for foundations, conduit systems, wiring/grounding/terminations, cabinet installs, testing readiness, punch-list completion, and acceptance.
  • Troubleshooting: Lead resolution for detection systems, MMUs/conflict monitors, controllers, communications, and field devices.
  • Resource Planning: Set production goals; allocate crews, equipment, and sequencing to protect the schedule; coordinate bucket trucks, crane trucks, pressure diggers, trenchers, hydrovacs, HDD rigs, TMAs, PCMS, arrow boards, excavators, and support equipment.
  • Materials & Inventory: Monitor signal materials, consignment items, equipment, and high-demand components to avoid shortages, downtime, damage, and waste.
  • Documentation & Reporting: Keep accurate daily logs, quantities, redlines, testing records, production reports, and HCSS data; participate in L10s, look‑aheads, and coordination meetings; report schedule/budget risks to Project Management and the Area Superintendent.
  • Stakeholder Interface: Serve as the field point for inspectors, agencies, utilities, and clients; coordinate inspections, testing, energization, and final acceptance; represent the company at precon, progress, coordination, and closeout/walkthrough meetings; maintain site professionalism, housekeeping, traffic control, and public interface.
  • Leadership: Direct Foremen and multiple underground/overhead crews; drive standard work, lessons learned, field training, and continuous improvement. Perform other duties as assigned.
Qualifications
  • 7-10+ years in traffic signal or closely related electrical/civil construction with Superintendent or senior Foreman experience.
  • Expertise in signals, ITS, illumination, underground conduit/foundations, and overhead signal installation.
  • Proficient with TxDOT, COSA, COA, NEC, MUTCD, project specs, and signal QA/QC practices.
  • Skilled at reading plans, wiring diagrams, cabinet drawings, traffic control plans, and schedules.

Work Conditions

Active, outdoor construction environments with frequent walking/standing/climbing over uneven terrain; occasional bending and lifting up to 50 lbs; clear communication around traffic and energized equipment in high‑noise conditions; daily PPE required; exposure to weather, dust, traffic, electrical hazards, heights, and extended hours.
