Roads to Peace: DV/SA Counselor Advocate & Housing Assistant

Job Title: DV/SA Counselor Advocate & Housing Assistant

Reports to: Executive Director

FLSA Status: Full-time, non-exempt

Work hours: 40 hours per week, flexibility required

Travel Expectations: Some travel, including minimal overnight stays, required

Summary

Provide support to and advance the mission, programs, and services of the Clinton County Women’s Center, Inc., d/b/a Roads to Peace (CCWC-RTP), through high-quality domestic violence and sexual assault advocacy and support. Assist clients with seeking permanent supportive housing while maintaining strict confidentiality standards.

Responsibilities
  1. Maintain strict confidentiality standards.
  2. Serve as an advocate for individuals impacted by domestic violence and sexual assault.
  3. Provide crisis intervention, supportive counseling, follow-up services, and transportation, including court and hospital accompaniment and advocacy.
  4. Be registered and approved on the Protection from Abuse Database (PFAD). Assist clients with filing Protection From Abuse and Sexual Violence Protection Orders, and Victim Witness advocacy.
  5. Attend case management and staff meetings as required.
  6. Document service efforts and time in ETO, InSite, and ETO Parallel HMIS.
  7. Assist with monthly, quarterly, and annual program reporting for grants, providing relevant statistics and anecdotes.
  8. Create and maintain the On-Call Schedule.
  9. Be knowledgeable about financial justice, housing issues, survivor needs, budgeting, educational opportunities, employment, and related skills for maintaining permanent supportive housing.
  10. Establish and maintain rapport with property owners, property management companies, and partner organizations.
  11. Educate property owners about Housing Assistance Programs and survivor needs for secure, permanent housing.
  12. Assist in creating and updating forms, procedures, and guidelines related to housing programs.
  13. Create and circulate a list of available housing properties.
  14. Assist with maintaining inventory and needs lists of household items and resident needs related to Housing Assistance Programs.
  15. Assist in completing reports and gathering statistics for Housing Assistance Programs.
  16. Participate in Eastern Continuum of Care and Regional Housing Advisory Board (RHAB) events and trainings.
Additional Responsibilities
  • Complete and stay current in all relevant trainings required by CCWC-RTP funding agencies.
  • Participate in relevant task forces, committees, and meetings, including PCADV Caucuses, if relevant and desired.
  • Assist with shelter maintenance, including cleaning, preparing rooms for residents, and managing donations.
  • Serve as a backup for on-call personnel.
  • Perform other duties as assigned by the Executive Director.
Qualifications
  • Bachelor’s Degree in a relevant field or equivalent combination of education and experience.
  • Proficiency with PC operations, Windows, Microsoft Office, and Google Suite.
  • Successful completion of 65-hour direct service training.
  • Valid Pennsylvania Driver’s License, personal vehicle, auto insurance, and registration; willingness to travel as needed.
  • Act 33 and Act 34 Child Abuse Clearances, and Act 114 Federal Criminal Background Check (Fingerprint).

Must be able to perform essential duties satisfactorily. Reasonable accommodations may be made for individuals with disabilities. Physical and mental requirements include prolonged sitting, reaching, lifting up to 30 pounds, climbing stairs, working at a computer, normal vision and hearing, and working under stressful conditions or irregular hours.
