Performs complex administrative and supervisory program work for the Health and Human Services Commission (HHSC) Records Management Office (RMO) reporting to the Director of Records Management. Work involves coordinating and participating in the development of program goals and objectives; developing and implementing records management policies, procedures, schedules, priorities, and standards; monitoring compliance; evaluating program activities; and providing technical assistance and training to agency programs and Records Coordinators. The position supports records retention schedule administration, legal and destruction holds, records storage and disposition, electronic and physical records governance, and special projects. The position has no direct reports but may supervise, lead, assign, coordinate, and review the work of staff for designated programs, projects, or operational activities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs the following essential job functions:
Provides day-to-day program leadership and operational coordination for assigned RMO activities. The position has no direct reports but may supervise, lead, assign, prioritize, coordinate, and review the work of staff supporting designated programs, projects, or operational activities. Establishes work plans, schedules, service standards, and expectations; provides coaching, training, technical assistance, and feedback; and supports cross-training and staff development. Monitors workloads, service requests, and deliverables; resolves complex operational issues; and implements solutions that improve consistency, customer service, accountability, and program effectiveness. (25%)
Analyzes, reviews, develops, and updates RMO policies, procedures, manuals, guidance, job aids, and internal controls for physical and electronic records. Serves as a records management subject matter expert and point of contact for HHSC and Department of State Health Services programs, Records Coordinators, leadership, and stakeholders. Interprets and applies records management requirements; responds to complex inquiries; coordinates compliance monitoring and corrective actions; and provides guidance regarding records classification, retention, legal and administrative holds, storage, retrieval, imaging, and secure disposition. (25%)
Coordinates and reviews the HHSC and DSHS records retention schedules in response to statutory, regulatory, organizational, operational, and program changes. Works with program areas to develop and revise record series descriptions, retention requirements, and supporting documentation. Coordinates retention schedule amendments and recertification activities and consults with the Texas State Library and Archives Commission, Legal Services, and other stakeholders as appropriate. Reviews records disposition requests and ensures records subject to litigation, audit, investigation, public information, or other holds are excluded from destruction. (20%)
Develops, coordinates, and delivers virtual and in-person records management training, presentations, and technical assistance for employees, Records Coordinators, managers, and other stakeholders. Oversees or supports Records Help Desk responses and escalations. Builds collaborative relationships across program areas and coordinates with Information Technology, Information Security, Legal Services, Procurement and Contracting Services, vendors, and contractors to address records management requirements and operational needs. (15%)
Coordinates and evaluates records management activities, special projects, and operational improvements involving records inventories, warehouse and off-site storage, digitization, disposition, electronic repositories, and continuity of operations. Develops reports, metrics, analyses, recommendations, and presentations for RMO leadership. Identifies risks, service gaps, trends, and opportunities for improvement; recommends corrective actions; and monitors implementation and results. Reviews proposed legislation, rules, or policy changes for potential records management impacts as assigned. (10%)
Performs other duties as assigned. May participate in agency emergency management, continuity of operations (COOP), disaster response, recovery, and business continuity activities to help ensure continuation of critical and essential functions during emergencies or other operational disruptions. (5%)
