Job summary

St. Mary’s County Metropolitan Commission seeks a Safety and Risk Manager to administer the Commission’s risk management program and oversee safety training.

This role creates, updates, and revises safety programs, coordinates employee certifications, and conducts on-site training to ensure OSHA compliance. The position reports to the Chief Human Resources Officer and involves claims processing oversight, liaison with insurers, and safety inspections of facilities and vehicles.

Qualifications

  • Bachelor’s Degree in Safety and Occupational Health or related field; five years of safety experience in utility or construction industries.
  • Must possess a valid Maryland driver’s license, Class C.
  • Ability to interpret policies and procedures for staff and the public.
  • Extensive knowledge of safety and OSHA standards and Workers’ Compensation processes.

Job description

Job Summary: Administers and manages the Commission’s risk management program. Creates, updates and revises the Commissions safety programs as necessary; administers and coordinates the Commissions safety training programs; coordinates training programs to maintain individual employee certifications and licences. Reports to the Chief Human Resources Officer.


Essential Functions:



  1. Creates, updates, maintains and revises (as necessary) all Commission safety programs including, but not limited to: Blood borne Pathogens, Confined Space, Construction Safety, Contractor Safety, Electrical Safety, Fall Protection, Fire Safety, Hazard Communication, Heavy Equipment and Crane Safety, Laboratory Safety, Lockout/Tagout, Personal Protective Equipment, Pesticide Application, Respiratory Protection, Risk Management, Welding and Cutting, Work Zone

  2. Manages and maintains the Commission’s Drug and Alcohol Testing Programs

  3. Manages and maintains the Commission’s training programs, policies and procedures, including, but not limited to: Electrical, Harassment, Instrumentation and Controls, New Technologies, Personnel, Professional Licensing, Safety, Supervisor and Manager, Vehicle Operations, Water and Wastewater Licensing

  4. Conducts and/or coordinates on-site training for employees

  5. Administers and manages the Commission’s risk management, loss prevention and insurance management programs; ensures proper risk financing; complies with OSHA standards; and provides for program effectiveness evaluation

  6. Oversees claims processing

  7. Manages the Commission’s Employee Safety Committee

  8. Conducts periodic inspections of the Commission’s facilities and vehicles for safety compliance

  9. Serves as a liaison of the Commission in safety and training matters with other organizations, including, but not limited to: LGIT, MDE, MOSH/OSHA, MRWA/NRWA, WWOA

  10. Reviews and evaluates insurance policies, endorsements for verification of coverage; evaluates and processes coverage changes; provides explanation and interpretation of coverage

  11. Oversees claims processing function with special attention to the resolution of Workers’ Compensation claims

  12. Identifies and evaluates areas of risk for MetCom: duties to include building and facilities inspections, claims review and site inspections

  13. Acts as liaison to insurance carriers;

  14. Investigates accidents and safety incidents

Required Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions):



  1. Ability to gain thorough knowledge of St. Mary’s County Metropolitan Commission policies and procedures.

  2. Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public

  3. Expert knowledge of principles, practices and procedures of administrative management, and the ability to interpret them to the staff and the public

  4. Extensive knowledge of required safety and OSHA standards as well as Workers’ Compensation laws and procedures, ADA compliance

  5. Extensive knowledge of modern research and investigative techniques and procedures

  6. Ability to prepare and conduct relevant training related to MetCom employees

  7. Ability to supervise, train and motivate subordinate staff

  8. Ability to prioritize and multitask; ability to follow through with assigned tasks

  9. Ability to accurately record and report data

  10. Knowledge and ability to use the computer and related hardware and software to accurately record and report data, effectively make safety and training presentations, reports and correspondence

  11. Expert knowledge of commercial motor vehicle licensing and US Department of Transportation requirements as they relate to commercial vehicles

  12. Ability to prioritize and multitask

  13. Ability to complete assigned tasks accurately and in a timely fashion

  14. Ability to use available resources to research information


Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full‑time year for year basis.)


Training and/or Education:


Bachelor’s Degree in Safety and Occupational Health or related field and five (5) years of utility or construction industry safety experience.

Or equivalent technical training, education, and/or experience


Licenses or Certificates:


Must possess a valid Maryland driver’s license, Class C

Work Schedule:


This position is eligible to telework two days per week with Director approval
