Summary

The analyst develops, analyzes, and interprets information related to risks across the enterprise and the Board's strategic objectives. Assist enterprise risk management, strategic planning, and performance management through risk assessment, data analysis, and performance measurement. Conducts research and analysis on risk matters and strategic initiatives, recommends sound and practical process changes, and provides project management support across risk, strategic planning, and performance reporting activities. Works independently with guidance from senior staff, while collaborating with team members and stakeholders across the organization.

Duties and Responsibilities

Enterprise Risk Management:

  • Supports the facilitation process in the identification and assessment of enterprise and process level risks.
  • Monitors division activities to identify risks, potential problems, and opportunities; consults on and monitors risk responses to improve efficiency and effectiveness.
  • Supports the facilitation of risk and process review sessions using strong presentation and interviewing techniques.
  • Analyzes risk assessments to provide management with objective information for decision-making.
  • Supports training in risk management and project management.

Strategic Planning & Performance Management:

  • Assists in the development of metrics, measures, and statistics to analyze data related to the Board's strategic plan and performance reporting process.
  • Supports work with stakeholders to capture information for quarterly and annual reports; assists with strategic communication planning.
  • Supports efforts to conduct SWOT analysis, environmental scans, and problem solving related to the Board's strategy.
  • Gathers, evaluates, and provides analysis on data from multiple sources; utilizes analysis to form recommendations.
  • Assists in the development of components for communication plans with management oversight.

Analysis, Research & Project Management:

  • Gathers, evaluates, and analyzes data from all relevant sources; conducts research on standards and best practices.
  • Supports the development of accurate reports and documentation using various tools in accordance with Board editorial standards.
  • Supports the planning, execution, and management of small evaluation projects; demonstrates effective time and task management.
  • Interprets feedback, edits, and comments from stakeholders and senior leadership and incorporates into cohesive documents tailored to various audiences; follows up on outstanding questions and incorporates them into cohesive documents.
  • Identifies process improvement opportunities; drafts correspondence for senior leadership.
  • Demonstrates knowledge in the evaluation of business processes and related risks, including business areas and IT and technical risks.
  • Develops relationships with stakeholders and works with them to capture relevant information for reports.
Position Requirements

Bachelor's degree in economics, finance, business, public policy, organizational strategy, risk management, or related field. Knowledge of business processes, related risks, IT risks, and technical areas such as accounting or human resources. Strategic planning and performance management experience. Enterprise risk management experience with ability to identify, assess, and communicate risk related matters. Knowledge of strategic performance, measurement concepts, data indicators, and financial management concepts with ability to develop metrics and analyze organizational performance. Familiarity with automation systems and their interactions with business processes. Ability to work with programmers and technical staff to develop automated reporting solutions.

At the FR 25 grade, four (4) years' experience, including enterprise risk management expertise with ability to identify, assess, and communicate risk related matters. Detailed understanding of Enterprise Risk Management frameworks with application experience. Excellent research skills in risk-related matters. Strong analytical skills, including ability to organize, plan, analyze data, and problem-solving skills. Strategic planning and performance management expertise and knowledge with ability to develop metrics and analyze organizational performance. Project management skills and knowledge with the ability to apply principles, methods, and techniques. Proficient at understanding complex issues. Communicate clearly and concisely, strong oral and written communication skills with ability to present information logically. Excellent planning, organizational, and problem-solving skills. Proficiency with Microsoft Word, Excel, PowerPoint. Attention to detail, quality orientation, and teamwork. Ability to work effectively with colleagues through formal/informal channels to obtain information.

At the FR 26 grade, five (5) years' experience in consulting or related field with business process analysis, presentation skills, and understanding of general technology practices. Proven analytical skills and problem-solving skills with ability to organize, maintain, process and analyze data and information, understand complex issues, and communicate findings clearly and concisely. Enterprise risk management expertise with ability to identify, assess, and communicate risk related matters. Expertise in Enterprise Risk Management frameworks with application experience. Excellent research skills in risk-related matters. Strategic planning and performance management expertise and knowledge with ability to develop metrics and analyze organizational performance. Project management skills and knowledge with the ability to apply principles, methods, and techniques Proficient at understanding complex issues. Communicate clearly and concisely, strong oral and written communication skills with ability to present information logically. Excellent planning, organizational, and problem-solving skills. Proficiency with Microsoft Word, Excel, PowerPoint. Attention to detail, quality orientation, and teamwork. Ability to work effectively with colleagues through formal/informal channels to obtain information.
