Job summary

Marathon Petroleum is seeking a ROW Specialist to establish and maintain relationships with landowners, municipalities, and agencies, negotiating and enforcing land agreements while protecting company assets. Travel may be required (10%, up to 25% if outside La Palma office).

The role involves coordinating with landowners, contractors, and internal teams to secure pipelines, rights-of-way, and related permits, plus supporting Emergency Response and public engagement activities.

Qualifications

  • High School Diploma or GED required.
  • Two (2) years of related pipeline or ROW experience required.

Responsibilities

  • Establish and maintain positive stakeholder relationships and resolve disputes to avoid legal action and media attention.
  • Manage encroachments near company assets to protect them and preserve rights.
  • Interpret and enforce agreements and easements; grant variances and coordinate with field, Law and Management on executed agreements.
  • Support pipeline rights-of-way, surface leases, easements, permits and related agreements to support scope of work.
  • Act as a support contact for Community Relations, compensation and claims handling within the Incident Command Structure for Emergency Response.
  • Negotiate and issue damage payments with stakeholders.
  • Provide consultative input for Public Awareness information, policies and programs and participate in Public Awareness presentations.

POSITION SUMMARY:

Marathon Pipe Line (MPL) ROW Specialist roles and responsibilities include establishing and maintaining positive relations with landowners, municipalities, and agencies; negotiating agreements, enforcing land agreements in place, and ensuring compliance with existing agreements; and working with landowners, commercial businesses, contractors, and other company personnel to ensure Company assets are protected. This role may require up to 10% travel (25% if located outside of La Palma office). Our preferred locations are La Palma, CA, Salt Lake City, UT, Boise, ID, or San Antonio, TX.

KEY RESPONSIBILITIES:
  • Serves as the primary contact for establishing and maintaining positive stakeholder relationships and resolving disputes to avoid legal action and media attention.
  • Manages encroachments near company assets to protect them from damage and ensure all rights are preserved.
  • Initiates the interpretation of agreements and easements, enforces restrictions or rights, grants encroachment variances, and interfaces with field personnel, Law, and Management on executed agreements.
  • Supports project work by negotiating and securing pipeline rights-of-way, surface leases, easements, permits, and related agreements to support scope of work.
  • Serves as a support contact for Community Relations, compensation, and claims handling within the Incident Command Structure for Emergency Response efforts.
  • Negotiates and issues damage payments with stakeholders.
  • Provides consultative advice in developing Public Awareness information, policies, plans, and programs, participates in Public Awareness presentations, and supports Public Engagement events.
MINIMUM QUALIFICATIONS:
  • High School Diploma or GED equivalent required.
  • Two (2) years of related pipeline or ROW experience (contract land agent, in-house ROW or pipeline operations, pipeline project management experience, or title research or documentation) required.
TRAVEL & LOCATION:

Preferred locations of La Palma, CA, Salt Lake City, UT, Boise, ID, or San Antonio, TX. This role may require up to 10% travel (25% if located outside of the La Palma office). Relocation assistance may be applicable. Valid driver's license required.
