Job summary

A municipal inspection firm is looking for a Right of Way Inspector in Indianapolis to conduct inspections on public works projects, ensuring compliance with local building codes and regulations. The ideal candidate will have strong communication skills, the ability to manage multiple projects, and preferably have ICC inspector certification. Right of Way Inspector - Indianapolis Area, IN
Job Responsibilities
  • Daily communication with project team members, clients, and contractors.
  • Read and interpret project plans, drawings, and specifications.
  • Conduct inspections of underground utilities, road and/or bridge items, and report discrepancies to Project Engineer.
  • Follow QA/QC practices and procedures.
  • Ensure work complies with plans and contractor submittals.
  • Measure, calculate, and determine quantities of assigned work and installed materials.
  • Verify installed materials meet specifications and testing requirements.
  • Prepare Daily Inspector’s Reports and review other reports.
Required Skills and Knowledge
  • Extensive knowledge of local building codes and current construction procedures/technology.
  • Ability to positively interact with staff, the general public, contractors, governmental entities, and other clientele.
  • Excellent verbal and written communication skills.
  • Good time management, organization, and attention to detail.
  • Demonstrated initiative and independent judgment.
  • Capability to handle multiple projects in a fast‑paced atmosphere.
  • Familiarity and current knowledge of the International Building Codes.
  • Strong computer skills, including Microsoft Office.
Education, Certifications, and Experience
  • Experience interpreting codes in the field to provide code‑compliant solutions (preferred).
  • ICC inspector certification(s) is a plus.
  • Valid driver’s license with a good driving record required.
Experience With
  • Inspections of public right‑of‑way and municipal projects.
  • Indiana Department of Transportation Standards.
  • ASTM Construction Standards.
  • Excavation and recompaction within the right‑of‑way.
  • Paving and concrete within the right‑of‑way.
  • Public utilities located underground within the right‑of‑way.
  • Reviewing construction documents and documenting discrepancies.
  • OSHA Regulations.
  • Storm water quality and erosion control.
Physical Requirements
  • Frequent walking, standing, climbing, bending, stooping, crawling, or kneeling to conduct inspections.
  • Ability to climb ladders, scaffolding, or unfinished stairways to access roofs, attics, crawl spaces, and other elevated or confined areas.
  • Occasional lifting, carrying, or moving objects up to 25–50 pounds (e.g., inspection tools, plans, or small equipment).
Vision & Hearing
  • Visual acuity sufficient to read construction plans, technical documents, and observe construction details.
  • Ability to detect safety hazards and defects through visual and auditory inspection.
  • Hearing sufficient to communicate with contractors, workers, and the public in noisy environments.
Manual Dexterity
  • Use of hands and fingers to handle tools, operate inspection equipment, and use computers/tablets for reporting.
Work Environment
  • Work performed in both office and field settings.
  • Exposure to outdoor weather conditions (heat, cold, rain, snow) and construction site environments (noise, dust, uneven terrain).
  • Frequent driving between inspection sites and company locations within a region.
