The Wyoming Department of Transportation (WYDOT) is an agency committed to providing a safe, high quality, and efficient transportation system for the State of Wyoming. We now seek a full-time Right of Way Assistant Administrator located in Cheyenne, Wyoming.

Description And Functions

This role will manage, oversee and direct the processes involved for the work production crews of the Right of Way Program which is charged with acquiring property rights for transportation projects and managing all of WYDOT's real estate needs as well as providing real estate acquisition and management services for other State and Local Public Agencies and ensures the products meet the current State and Federal rules and regulations.

ESSENTIAL FUNCTIONS:
  • Supervises, directs and controls Project Managers in the Right of Way Program who direct and oversee all functions related to right-of-way engineering, title examination, State and Federal land procurement, appraisal, acquisition, and management of removal of improvements and sale of excess lands while assuring compliance with Federal and State Eminent Domain Statutes
  • Supervises, directs and controls the Project Manager who is responsible for writing various lease contracts, extensions and amendments for WYOLINK telecommunication tower sites and Transportation Management Center (TMC)
  • Establishes program goals, objectives and balanced scorecard measures
  • Supervises, directs and controls the State Land Surveyor who is responsible for all land survey Statewide
  • Assists in political issues impacting the Right of Way program
  • Guides and supervises the Right of Way payments process
  • Serves as a member of the Project Control System (PCS) committee and is responsible for attending District level and Highway Development meetings
  • Makes final decisions on complicated and high-dollar-value landowner issues when Project Managers are unable to resolve at their level
  • Assigns tasks to equalize workload and complexity of projects between the work crews
  • Reviews final documents and plans to ensure they meet FHWA policies, department policies, and other laws and regulations
  • Presides over section work production activities and meetings and coordinates legal issues with the Wyoming Attorney General
  • Attends plan inspection meetings, public meetings, and participates in value engineering studies
  • Controls the process for securing Right of Way funding through FHWA on Federal Aid projects
Qualifications
PREFERENCES:

Preference may be given to individuals who are a State General Certified Real Estate Appraiser, State Licensed Professional Land Surveyor, or Certified through the International Right of Way Association.

Knowledge
  • Knowledge of and understanding the entire acquisition process on a national level
  • Knowledge of State, Federal Laws and Regulations as related to eminent domain
  • Knowledge of State Laws and Regulations as related to excess lands
  • Knowledge of Contract Law and Right of Way policy and procedures
  • Knowledge of Case Law as it impacts eminent domain and property rights
  • Knowledge of land Surveying; understanding Real Estate Appraisal
  • Knowledge of employee management
  • Knowledge of project management
  • Knowledge of personnel rules and procedures
  • Knowledge of real estate leases
  • Knowledge of water law and building codes
Education
MINIMUM QUALIFICATIONS:

Bachelor's Degree

Experience
  • 1-3 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Program Supervisor
OR
Education & Experience Substitution
  • 4-7 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Program Supervisor
