Job summary

The Idaho Transportation Department (ITD) seeks a Program Manager to lead the statewide Rail-Highway Crossing Program (RHCP) with a $2.5M annual budget. You will coordinate with state and local agencies, 11 railroad operating companies, and Idaho Operation Lifesaver to advance crossings projects, safety education, and RHCP policies.

The role oversees project selection, planning, design, coordination, and construction, mentors staff, conducts field safety reviews, and represents ITD in meetings

Qualifications

• Experience in management and leadership skills.
• Experience managing a major program.
• Candidates may also qualify through upper division college-level management coursework and leadership experience.

Responsibilities

• Manage statewide RHCP program including project selection, planning, design, and monitoring.
• Prepare agenda items, reports, and presentations for ITD leadership and board meetings.
• Develop consultant agreements, planning contracts, and programming documents.
• Represent ITD in meetings with governmental agencies, elected officials, railroads, stakeholders, and the public.
• Coordinate with Local Highway Districts, cities, counties, MPOs, railroads, and other public and private partners.
• Maintain RHCP data systems and establish performance management guidelines.
