Job summary

The City of Marietta is seeking a qualified professional to audit, inspect, administer and enforce its business license ordinances. This aggregate position will investigate delinquent fees and assist customers with license applications and fee calculations.

Essential duties include audits, licensing enforcement, and maintaining Cognos reports, with travel to various business locations as needed. Strong accounting and communication skills required.

Qualifications

  • Bachelor’s in accounting, finance or business admin preferred; 2+ years in city licenses and regulations.
  • Proficient in MS Office Suite and COGNOS.
  • Excellent verbal and written communication; ability to develop positive public relations with businesses.
  • Ability to enforce city license rules and explain city code.

Job description

Rate of Pay: $47,548.80 - $54,246.40

Status: Open Until Filled

This is an aggregate position responsible for auditing, inspecting, administering and enforcing the City’s business license ordinances; investigating and collecting delinquent business license fees and personal property taxes from those businesses operating within the city limits; including transient and temporary businesses. Provides assistance to customers requesting help with business license applications and fee calculations.

Essential Job Functions
Audits
  • Contacts businesses and arranges for meetings to perform tax compliance audits of various businesses, as determined by management.
  • Coordinates audits of those businesses licensed by the City using standard auditing techniques; including interviewing, accounting procedure analysis, audit test identification, sample selection, and audit testing.
  • Understands the accounting practices of various industries and performs audits in a timely manner without interrupting the taxpayer’s normal operations.
  • Examines financial records and researches information obtained from other databases to ensure compliance with local laws.
  • Maintains various spreadsheets detailing audit results, payments, and balances due.
  • Assists customers with inquiries concerning business license fees, applications, calculations, interpreting codes, city jurisdiction, new accounts, excise taxes, etc.
  • Processes applications, licenses, and fees.
  • Composes audit finding letters advising businesses of audit results and follows up to ensure accurate and timely payments.
  • Assist with the new alcohol license application process and conduct thorough reviews of alcohol license renewals and required documentation to ensure accuracy, compliance, and timely processing.
Revenue Collections and Inspections
  • Inspects various types of businesses and commercial establishments; confirming proper licensing; including temporary businesses.
  • Contacts unlicensed businesses and businesses with expired licenses for proper compliance with licensing ordinance by telephone, in person and through correspondence; prepares and issues violation notices for delinquent, unlicensed businesses and renewal licenses for businesses and follows through with necessary collection procedures.
  • Issues citations for failure to comply with business license violations and failure to pay personal property taxes. Prepares license violation cases, including records, evidence, and testimony for appearance in Municipal Court and Suspension/Revocation hearings.
  • Explains and provides guidance to business owners regarding City Code business license requirements.
  • Creates and maintains business license reports (COGNOS) that identify violators by the perimeters specified.
  • Maintains Violation Notice Due Date Log and Inspection Reports.
  • Identifies un-renewed and new businesses utilizing inspection reports
  • Attends meetings, workshops, conferences, etc., to enhance job knowledge and skills.
  • Works alongside staff to facilitate compliance and collection of revenue.
  • Assists in Business License software application upgrade testing.
  • Help Business License manager and staff when program upgrades are installed. Informs and trains business license clerical staff on new procedures, changes or upgrades as requested.
  • Responds to inquiries from the public concerning city license requirements, ordinances and codes enforced and administered by the Business License Division.
  • All other duties assigned inside the Business License daily operations.

Job Requirements
  • Bachelor’s in accounting, Finance or Business Administration preferred and at least two years of experience with city business licenses, codes, rules and regulations. May be substituted with an associate’s degree in related field, work experience, and code enforcement certifications.
  • Knowledge and skill with various computer programs including; MS Office Suite and COGNOS.
  • Must have excellent verbal and written communication skills to include ability to develop positive public relations with the business community. Ability to compose effective and well written letters and other correspondence to various business owners and the public.
  • Ability to enforce city business license rules, procedures and regulations.
  • Ability to interpret and explain business license city code to the business community.
  • Must have a valid Georgia driver’s license and a satisfactory seven-year driving history to include no DUI’s in the last 5 years. A criminal and credit background check and drug screen are required at time of hire. Must be able to be bonded.
  • Must be able to operate a vehicle and travel to various business locations.
  • Establish and maintain an effective working relationship with city employees and the public.
