About Us

We are a dynamic and mission-focused EMS organization providing emergency and non-emergency ambulance transport across urban, suburban, and rural communities. As we continue to grow and innovate, we recognize the critical importance of financial integrity, regulatory compliance, and data-driven revenue operations. To that end, we are seeking a results-oriented Revenue Manager to oversee and optimize every aspect of our revenue cycle—from billing accuracy to cash flow performance.

This is a rare opportunity to join the management team of an EMS organization where clinical excellence and fiscal responsibility are treated with equal priority.

Position Summary

The Revenue Manager is responsible for the strategic oversight, operational efficiency, and regulatory compliance of all revenue-generating functions, with an emphasis on billing, collections, denials, documentation integrity, and payer compliance. This leader will drive the vision, structure, and daily execution of a best-in-class EMS revenue cycle—ensuring financial stability and sustainability across the enterprise.

This is not a sales or marketing role. The Revenue Manager is a healthcare operations and finance expert focused on accurate reimbursement, legal defensibility, and systemic efficiency in EMS billing.

Core Responsibilities

Lead the full revenue cycle continuum: patient intake validation, charge capture, coding, billing, AR management, denial resolution, and collections.

Manage all internal and external billing teams or vendors to ensure timely, accurate, and maximized reimbursement.

Develop, monitor, and continuously improve key billing and collection workflows with EMS-specific standards in mind.

Regulatory Compliance & Documentation Oversight

Ensure full compliance with Medicare/Medicaid, commercial payer guidelines, and local/state EMS billing regulations.

Oversee documentation quality related to patient care reports (PCRs), Physician Certification Statements (PCS), and medical necessity standards.

Serve as lead point for payer audits, legal reviews, or documentation disputes with full audit readiness at all times.

Revenue Optimization & Financial Strategy

Implement systems to proactively monitor cash flow, underpayments, contractual allowances, and payer behaviors.

Build dashboards for real-time financial reporting, denial trends, and reimbursement performance across payer types.

Collaborate with clinical and operational leaders to ensure appropriate billing for all service lines (911, IFT, CCT, event standby, etc.).

Leadership & Team Development

Lead, mentor, and evaluate billing department staff and/or external billing vendors with clear KPIs and accountability structures.

Facilitate regular training and policy updates to ensure staff competency in changing regulatory or payer environments.

Partner with other executives to ensure financial decisions support broader organizational strategy and patient access.

Technology & Process Improvement

Evaluate and optimize billing and revenue systems, including ePCR integrations, clearinghouses, and reporting tools.

Lead the transition to or implementation of new RCM platforms if needed, ensuring minimal disruption to operations.

Leverage automation and data analytics to reduce billing lag and AR aging.

Minimum Qualifications

8+ years of progressive leadership in healthcare revenue cycle operations; at least 4 years specific to EMS, ambulance, or transport services.

Deep understanding of HCPCS ambulance billing codes (A0425–A0434), medical necessity criteria, and PCR compliance standards.

Proven track record of improving collections, reducing AR days, and maintaining audit compliance.

Strong command of CMS/OIG regulations, state-level EMS rules, and HIPAA privacy requirements.

Proficiency with EMS billing platforms (e.g., Logis, ImageTrend, ESO, Traumasoft) and clearinghouse interfaces.

Bachelor's degree in Healthcare Administration, Finance, Business, or related field (Master’s preferred: MBA, MHA, or MPH).

Key Performance Indicators (KPIs)

Denial Rate < 5%

Days in AR < 45

Collection Rate > 95% of allowable charges

Billing Lag < 48 hours from transport to claim submission

Audit Preparedness*100% documentation compliance on random spot checks

What Success Looks Like (First 6 Months)

Streamlined billing workflow and improved communication between field crews and billing teams

Reduced denials through chart quality improvements and targeted documentation feedback

Monthly revenue performance reports implemented and reviewed by executive leadership

Improved payer relationships and decreased payment timelines across all payers

A high-performance revenue operations team built with clear accountability and culture of compliance

Full benefits including health, dental, vision, and 401(k)
