New York City Emergency Management (NYCEM) is seeking a Resiliency Operations Specialist to coordinate the IFPM program and support resiliency operations for citywide flood protection initiatives. The role emphasizes interagency coordination, data-driven decision support, and outreach to partners.
The selected candidate will work on-site with the Planning and Resiliency Bureau, contributing to emergency planning, training, and deployment activities.
New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The mission of the Planning and Resiliency (P&R) Bureau is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R division includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit.
The Resiliency Implementation unit coordinates with City partners to increase the resiliency of City neighborhoods, facilities, and infrastructure through targeted development, funding, coordination, and operations of projects that reduce risk and mitigate damage of natural hazards to NYC.
NYC Emergency Management seeks a candidate responsible for (1) coordinating the Resiliency Implementation Unit’s Interim Flood Protection Measures (IFPM) program which provides temporary protection from storm surge to City facilities and neighborhoods and (2) supporting Resiliency Operations activities including but not limited to interagency coastal resiliency emergency operational planning and sharing deployable flood protection best practices with other entities.

As part of NYCEM's emergency response mission, this position participates on an Emergency Operations Center (EOC) team. During emergency activations, team members may be required to work evenings, weekends, holidays, or extended shifts in support of City response operations. Outside of activations, EOC members participate in periodic training and exercises to maintain operational readiness, and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.
Please note, the high end of the salary range is available to candidates who have been in City service two or more years.
Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas.
The selected candidate will generally be required to work in person at the designated office location three days per week, subject to applicable telework policies and reasonable accommodations.
