Job summary

New York City Department of Health and Mental Hygiene is seeking a Training & Preparedness professional to design, coordinate, and evaluate emergency field operations training programs. You will work with emergency planners and external partners to keep trainings current with response plans and will lead facilitation and facilitator development.

The role emphasizes strong writing, presentation, and interpersonal skills, with opportunities to participate in public health emergencies and drills.

Qualifications

  • Master’s degree in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one year professional experience in emergency preparedness/management or related areas.
  • Bachelor’s degree and two years of professional experience in emergency preparedness/management or related areas.
  • Equivalent combination of education and experience with minimum one year in related areas.

Responsibilities

  • Design and develop emergency field operations training programs and materials.
  • Coordinate and manage delivery of training programs.
  • Maintain understanding of training trends and best practices.
  • Collaborate with planners and stakeholders to ensure training aligns with current plans.
  • Develop and implement a training program evaluation framework.
  • Monitor employee performance and compliance.
  • Serve as lead facilitator and manage facilitator recruitment and onboarding.
  • Contribute to development of facilitator evaluation program.
  • Participate in emergency roles as needed and in drills and exercises.

Job description

OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR’s employees are expected to align their work with OEPR’s efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • - Design and develop emergency field operations training programs and associated materials.
  • - Coordinate and manage the delivery of training programs.
  • - Maintain a keen understanding of training trends, techniques and best practices.
  • - Work closely with the emergency field operations planners and external stakeholders to ensure training program is up to date and complies with current response plans.
  • - Assist in the development and implementation of a training program evaluation framework.
  • - Monitor employee performance and compliance to training programs.
  • - Serve as lead facilitator for all trainings and spearhead facilitator recruitment, onboarding and engagement.
  • - Assist in the development and implementation of a facilitator evaluation program.
  • - Serve in an emergency role for a public health emergency, as needed.
  • - Participate in Bureau-led emergency drills and exercises.

PREFERRED SKILLS:

  • - 1-2 years of training experience or instructional design and development
  • - 1-2 years of experience working in emergency management
  • - Exceptional writing, communications and interpersonal skills
  • - Excellent presentation, group facilitation and public speaking abilities
  • - Ability to work well under pressure while maintaining accuracy and efficiency
  • - Creative and strategic problem-solving capabilities
  • - Experience working in emergency management
  • - Familiarity with LMS platforms such as Articulate360 and Samaritan

Minimum Qualifications
  • 1. Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or
  • 2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or
  • 3. A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.
