Residential Care Manager - Harmony Haven

About The Position

The Department of Public Social Services (DPSS), Children's Services Division (CSD), is seeking to fill two Residential Care Manager positions assigned to Harmony Haven Children and Youth Center in Beaumont.

Schedule Options:

  • One position follows a 4/10 schedule: Monday through Thursday, 2 PM to 1 AM.
  • Second position follows a 3/12 schedule: Saturday through Monday, 7 AM to 7 PM, plus a floating four-hour shift (Tuesday to Friday).

Residential Care Managers are on call for emergencies. Applicants must be at least 21 years old as per California Department of Social Services standards. Candidates under 21 are not eligible for this position.

The Residential Care Manager oversees operations at Harmony Haven, a temporary shelter for foster youth, reporting to a Deputy Director. The role requires leadership, communication skills, and knowledge of child welfare programs. Prior residential care experience is preferred but not mandatory.

This position is eligible for the Performance Recognition Plan, based on leadership and organizational impact.

Examples of Essential Duties:

  1. Manage social service activities at Harmony Haven, including policy development, staff supervision, and stakeholder liaison.
  2. Evaluate and improve policies, procedures, and operations for effectiveness and compliance.
  3. Consult on complex cases and develop solutions with staff.
  4. Maintain electronic records and assist with budget preparation and monitoring.
  5. Ensure legal and regulatory compliance, represent the department externally, and participate in community and professional events.
  6. Lead research, staff performance evaluations, and report preparation.
  7. Conduct field visits and participate in emergency response and life-saving procedures.
  8. Represent the department at committees and maintain professional relationships.
  9. Support staff development, analyze legislation, and contribute to policy updates.
  10. May act as In-Charge Deputy Director during absences.

Minimum Qualifications:

OPTION I: Bachelor's degree in social sciences or related field; Master's preferred. Three years supervisory experience in social services.

OPTION II: Same degree as Option I; Two years as County of Riverside Social Services Supervisor II.

OPTION III: Same degree as Option I; Two years performing duties equivalent to Residential Care Supervisor.

Knowledge & Skills: Familiarity with laws, regulations, community organization, and social service research; ability to manage large teams, analyze problems, and establish effective relationships.

Other Requirements: Valid California Driver’s License, First Aid/CPR certification within one month, and no felony convictions.
