Parsons is seeking a Resident Engineer - Heavy Civil to lead tunneling and ventilation work on the Hudson Tunnel Project, a flagship Gateway Program effort in NY/NJ. You will oversee design, construction, QA/QC, safety, and coordination with stakeholders.

The role requires a BS in a construction-related field with 10–15+ years of field experience, expertise in tunneling and ventilation, plus proficiency with AutoCAD, MATLAB, and ANSYS. PE license preferred.

Qualifications

• Bachelor's degree in construction-related field with 10–15+ years in field construction.
• Experience on large civil/structural/industrial projects domestically or internationally.
• PE or advanced degree preferred.
• Minimum 10 years in tunneling/underground or ventilation engineering.

• Strong communication and leadership skills.

Responsibilities

• Manage the planning, design, construction, and maintenance phases of tunnel and ventilation shaft projects. Coordinate with project managers to ensure timely completion within budgetary constraints.
• Provide technical expertise in tunneling engineering, including design review, construction methodologies, and materials selection. Ensure compliance with industry standards and regulations.
• Implement QA/QC procedures to monitor construction activities, inspect workmanship, and address deviations from project specifications. Conduct site visits and inspections for safety and quality.
• Identify potential risks and hazards associated with tunneling and ventilation operations. Develop mitigation strategies and contingency plans.
• Liaise with project stakeholders, including government agencies, contractors, consultants, and local communities. Communicate progress and resolve conflicts.
• Monitor project budgets, expenditures, and resource allocation. Identify cost-saving opportunities and optimize resource utilization.
• Ensure compliance with environmental regulations and sustainability standards. Implement measures to minimize environmental impact.
• Maintain accurate records of project activities and prepare progress reports for stakeholders and senior management.

Parsons is looking for an amazingly talented Resident Engineer - Heavy Civil to join our team! In this role you will get to work on one of the most exciting Infrastructure projects in the Country! The Hudson Tunnel project in NY/NJ was recently awarded to Parsons and 2 other partners.

Program background

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a Resident Engineer specializing in Tunnels, you will be responsible for overseeing the construction, maintenance, and operation of tunnels and ventilation shafts within infrastructure projects. You will ensure that these structures meet safety standards, environmental regulations, and project specifications. Collaboration with various stakeholders, including project managers, construction teams, and government agencies, is essential to ensure successful project execution.

Job Description:

• Ensure compliance with environmental regulations and sustainability standards. Implement measures to minimize environmental impact, such as pollution control, waste management, and biodiversity conservation.


• Maintain accurate records of project activities, including construction documentation, inspection reports, and compliance certificates. Prepare regular progress reports and presentations for project stakeholders and senior management.

Qualifications & Experience:

• Bachelor's Degree in construction-related field (or equivalent construction-related work experience), and typically 10-15+ years of experience in field construction is required.


• Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.


• Advanced degree or professional certification (e.g., PE license) is preferred.


• Proven experience in tunneling, underground construction, or ventilation engineering, with a minimum of 10 years in a similar role.


• In-depth knowledge of tunneling methods, ventilation systems, and geotechnical engineering principles.


• Proficiency in project management software, CAD tools, and technical analysis software (e.g., AutoCAD, MATLAB, ANSYS).


• Strong communication, leadership, and problem‑solving skills.


• Ability to work effectively in a multidisciplinary team environment and manage competing priorities.


• Knowledge of relevant industry standards and regulations (e.g., OSHA, ASTM, NFPA).


• Familiarity with construction safety protocols and risk assessment methodologies
