Position Title: Resident Engineer

About the Positions

Were seeking Resident Engineers of various skill levels to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. These positions run the field office on an assigned construction contract, administering the contract, overseeing inspection staff, and enforcing what the plans and specifications require. The record you build behind every determination is what holds up when a change or a claim surfaces months later.

Responsibilities

may include, but are not limited to, the following:

  • Administer construction contracts in the field, holding the contractor to the plans, specifications, and contract requirements across assigned work areas.
  • Oversee inspection staff and daily field coverage, and hold inspection assignments and daily documentation to the programs standards.
  • Serve as the programs focal point for correspondence with the contractor, and coordinate formal responses with agency staff and the designer of record.
  • Review and process submittals, requests for information, and shop drawings, and coordinate technical responses with the design team.
  • Evaluate progress against the schedule, verify installed quantities against approved documents, and recommend progress payments.
  • Analyze change requests, potential change orders, and claims, and develop independent cost and schedule positions that support the programs determination.
  • Oversee quality assurance activities and materials testing coordination, and track nonconformances through documented resolution.
  • Monitor contractor compliance with site safety requirements and permit conditions, and support incident reporting and corrective action.
  • Coordinate with designers, utility owners, railroads, airport and transit operations groups, and adjacent contracts to resolve field conflicts before they reach the schedule.
  • Maintain complete construction records, daily reports, correspondence, and as-built documentation in the programs project management information system so the programs position holds up under audit and claim review.
  • May lead progress meetings, and coordinate punch list development, testing and commissioning oversight, substantial completion, and closeout documentation.

Minimum Qualifications
  • Bachelors degree in civil engineering, construction management, construction engineering, or engineering technology, or related field, or equivalent combination of education and experience.
  • 5+ years of construction management, resident engineering, or construction engineering and inspection experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience administering construction contracts in the field, including submittals, requests for information, change management, and progress payments.
  • Experience overseeing inspection staff and field documentation on an active construction site.
  • Working knowledge of construction means and methods, contract administration practices, quality assurance, and field documentation standards.
  • Ability to read and interpret engineering drawings, specifications, and construction schedules.
  • Experience with industry standard project / construction management software (e.g., Primavera P6, Unifier, Kahua, e-Builder, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
Preferred Qualifications
  • Masters degree in civil engineering, construction management, construction engineering, or engineering technology.
  • Active professional certifications and licenses such as PE, CCM (CMAA), and/or OSHA 30-Hour Construction (OSHA).
  • Experience serving as the owners resident engineer on a construction contract exceeding $100M in construction value.
  • Experience supporting programs valued at $1B+, or transportation megaprograms exceeding $10B.
  • Experience overseeing construction across more than one sector, such as transit guideway, station, and trackwork; airfield runway, taxiway, or terminal work; bridge and structures work; water and wastewater facilities; or highway and roadway work.
  • Experience with federally funded construction and the associated documentation and reporting requirements.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details

Expected Salary: $100k-$180k/year ($48-$87/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
