Job summary

Luster National, Inc. in Washington, USA seeks Resident Engineers at multiple skill levels to support large transit capital programs including light rail and bus corridors, stations, tunnels, and guideways.

Responsibilities include coordinating inspection coverage, maintaining quality, safety, cost, and schedule commitments at the site level on corridor packages, coordinating with designers, contractors, and third parties. This pool targets upcoming needs.

Qualifications

  • Bachelor's degree in civil engineering, construction management, construction engineering, engineering technology, or architecture, or related field.
  • 10+ years of construction management, resident engineering, or construction engineering and inspection experience for large >$500M, complex, heavy-civil infrastructure projects.
  • Experience administering construction contracts in the field, including submittals, requests for information, change management, and progress payments.
  • Experience serving as the primary point of contact for formal contract communications.
  • Experience coordinating and directing inspection staff across concurrent work fronts.
  • Experience delivering construction management services as an owners representative for a major transit or DOT agency.
  • Knowledge of construction means and methods, contract administration practices, quality assurance, and field documentation standards.
  • Ability to pass a background check and complete the site safety orientation required before performing work on the project site.
  • Experience with industry standard project / construction management software (e.g., Primavera P6, MS Project, Unifier, Kahua, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Responsibilities

  • Review baseline schedules, schedules of values, and monthly updates, evaluate progress against them, verify pay quantities, and recommend approval or withholding of progress payments.
  • Analyze change requests, potential change orders, and claims, and develop independent cost and schedule assessments to support negotiation.
  • Oversee quality assurance activities, materials testing coordination, and nonconformance tracking through documented resolution.
  • Enforce site safety and security requirements, verify safety certification obligations, and support incident reporting and corrective action.
  • Coordinate with contractors, designers, utility owners, railroads, jurisdictional agencies, and third-party stakeholders to resolve field conflicts before they affect the schedule.
  • Maintain the complete construction record, including daily reports, correspondence, permit conditions, third-party agreement commitments, and as-built documentation.
  • Oversee equipment start-up, testing and commissioning, punch list development, substantial completion, and closeout documentation.

Position Title:

Resident Engineer

About the Positions

We’re seeking Resident Engineers of various skill levels to support large, complex transit capital programs, including light rail and bus corridors, stations, tunnels, elevated guideway, trackwork, and rail systems, delivered through both traditional and alternative delivery methods. These roles support the contract day to day, coordinating inspection coverage, and holding quality, safety, cost, and schedule commitments at the site level on transit corridor packages that include stations, tunnels, guideway, and systems.

Preferred Qualifications
  • Masters degree in civil engineering, construction management, or construction engineering.
  • Active professional certifications and licenses such as PE registration issued by the applicable state authority, CCM (CMAA), and/or PMP (PMI).
  • Experience administering construction adjacent to or within an active transportation system in a dense urban environment.
  • Experience on light rail or commuter rail construction, including guideway, station, trackwork, or systems elements.
  • Experience on underground station or soft ground tunneling construction, including sequential excavation method, pressurized face tunnel boring, or deep cut-and-cover excavation.
  • Experience supporting programs valued at $1B+, or transportation megaprograms exceeding $10B.
  • Experience reviewing and analyzing schedules in Primavera P6, including time impact analysis.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details

Expected Salary: $125k-$165k/year ($60-$79/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
