We are looking for an exceptional

Research Scientist/Engineer 4 (RS4)

who is interested in collaborating on health policy and population health research with faculty from different departments who are focused on public payer populations, and particularly those with mental health conditions or substance use disorders. The position will involve analysis of Medicaid and Medicare claims data in the CMS VRDC environment, including implementing code to identify cohorts meeting study inclusion criteria, constructing variables, building datasets, and conducting statistical modeling. The RS4 will work closely with faculty that have expertise in causal inference using observational data so will employ these methods in the statistical modeling work.


This position may be fully remote and the candidate need not live in the Seattle area.


This position requires significant experience with claims data, and CMS claims data in particular, as well as the capability to contribute to the design of observational studies and analyses, interpret findings, and present results effectively. This role offers an exciting opportunity to make a substantial impact in healthcare quality, federal and state policy, and alternative healthcare payment models.

The effective candidate will be highly motivated, detail-oriented, a self-starter, and good at working both collaboratively and independently. The successful candidate will have prior work experience analyzing large datasets and familiarity with health insurance claims data. Interests in the health of marginalized and disadvantaged populations is a plus.


DUTIES AND RESPONSIBILITIES

Statistical Analysis/Modeling (50%)

  • Use advanced statistical and programming software (SAS, Stata, SQL, R, Python) to conduct exploratory and hypothesis-driven data analysis.
  • Solve complex data problems using appropriate methodologies for analyses (advanced regression modeling, econometrics).
  • Utilize multiple data environments including the CMS VRDC.
  • Independently create data visualizations and tables for internal discussions and for publication/dissemination.Data Management (30%)
  • Perform data cleaning and linkage using a variety of large administrative datasets.
  • Extract custom cohorts from claims data and create complex longitudinal variables.
  • Perform quality check all newly created datasets and variables.Communication, Collaboration, Dissemination (20%)
  • Acts as a subject matter expert and authority in the areas of data management and data analysis.
  • Provide ideas for new research questions with datasets and contribute to study design.
  • Collaborate with co-investigators on grant submissions.
  • Attend meetings with research partners, be prepared to take the lead on presenting study design and results and soliciting feedback.
  • Participate in the drafting, submission, and publication of study manuscripts.
  • May present results at national meetings on behalf of the study team.
  • May lead and mentor junior staff and trainees. MINIMUM REQUIREMENTS
  • Master’s degree in Health Services, Statistics, Data Science, Economics, Epidemiology, or a related field.
  • Four years full time, relevant work experience in a professional setting. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
  • Proven experience with the analysis of claims data. Candidate must have worked with Medicare and/or Medicaid claims data to a significant degree and have demonstrable work products such as participating in publications or white papers.
  • SAS and PROC SQL code development and data retrieval skills for operation in CMS data environment.
  • Excellent command in designing and executing code in R or Python.
  • Track record of success with co-authorship on multiple scientific papers and representing research at national meetings.
  • Excellent written and oral communication skills, including the ability to clearly communicate analyses and findings in research presentations, contribute to the drafting of manuscripts and grants, and command of framing research results for dissemination to stakeholders.
  • Demonstrated ability to work with multidisciplinary teams and handle multiple simultaneous and competing projects in a timely fashion.
  • Ability to juggle multiple projects simultaneously in a fast-paced environment and ability to work independently in ambiguous situations. DESIRED QUALIFICATIONS
  • PhD in Statistics, Data Science, Health Economics, Epidemiology, or a related field.
  • Direct experience working on the CMS VRDC.
  • Direct experience working with Medicaid claims and/or the TAF.
  • Experience with quasi-experimental and econometric modeling in large administrative datasets.
  • Experience applying rigorous analyses for policy evaluation across the healthcare continuum.
  • Knowledge of CMS alternative payment models, quality reporting programs, and value-based purchasing programs.
