Under direction of the Workforce Data Officer, the Research Data Manager is responsible for leading core research and data operations for the organization, overseeing data collection, validation, integration, analysis, and dissemination across multiple program areas. This role manages a portfolio of research and data projects, directs a multidisciplinary team, and ensures high-quality, accurate, and timely data products that support enforcement activities, reporting, and strategic decision-making. The Research Data Manager serves as a key advisor on survey methodology, statistical analysis, and data-driven insights, collaborating closely with internal partners and external stakeholders to strengthen data infrastructure, improve program effectiveness, and advance organizational goals. The role also oversees implementation of data governance, modernizes data systems and workflows, and leads development of tools, methods, and standards that improve data quality, accessibility, and security.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
This position will be located in Sacramento, Los Angeles, Oakland, Riverside, Fresno or Bakersfield, depending on the location of the selected candidate.
