BOOST LLC, a GovCon-focused management consulting firm, seeks a Requirements Program Management Analyst for NAVAIR PMA-268. You will manage requirements across multiple specifications, coordinate with T&E teams, and influence verification efforts for the MQ-25 program.

We are working with our client, Don Selvy Enterprises (DSE) to find their next highly skilled Requirements Program Management Analyst.

The Role

The Requirements Program Management Analyst will be part of the Requirements Verification team within NAVAIR's Unmanned Carrier Aviation program office (PMA-268), receiving direction from the Requirements Manager while supporting the Air System, Unmanned Control Station (UMCS), and Lead Systems Integrator (LSI) APMSEs. You'll manage requirements across the System Design Specification (SDS), Air System Performance Specification (ASPS), Control System Performance Specification (CSPS), Training System Performance Specification, Test Unique Capability (TUC) Specification, and subsystem specifications as the MQ-25 program moves through its life cycle, coordinating with the Test and Evaluation (T&E) team on verification and validation efforts to keep pace with the block schedule.


MQ-25 will be the Navy's first operational, carrier-based unmanned aircraft, giving the carrier air wing an aerial refueling capability that extends its range and reach. PMA-268 serves as lead systems integrator on the program, working with Boeing and Lockheed Martin Skunk Works to bring the air vehicle, the ground control station, and the carrier together as one system. It's a program still taking shape, which means real influence over how requirements get tracked and verified as MQ-25 moves toward the fleet.

Responsibilities


  • Perform program management, technical, or business analysis of major DoD acquisition systems and provide recommendations to keep the program on track

  • Provide program analysis support across the program, participating in and supporting the relevant Program and Integrated Product Teams (IPTs)

  • Collect, organize, and interpret technical data and financial information tied to aircraft acquisition and product programs

  • Track program and project status and schedules

  • Apply policies and procedures for financial planning

  • Perform program management, technical, or business analysis tasking related to weapon systems acquisition and lifecycle management, including SECNAV, OPNAV, and OSD policy and documentation tied to PPBS, Military Interdepartmental Procurement Requests (MIPR), Work Requests, Requisitions, CDRLs, and DD Form 254, as specified in the DoD 5000 series


Required Education


  • A Business, Management, Technical, or Scientific BS or BA from an accredited college or university. An AS or AA in one of those fields, plus four additional years of relevant experience, or six additional years of relevant experience with no degree, may substitute for the bachelor's; those years are on top of the four years required under Experience below, for a total of eight or ten years respectively.


Required Experience


  • At least four years of recent, relevant experience in a program management, technical, or business analysis discipline, including two years supporting major weapon systems and component development

  • Experience processing program acquisition, funding, and contract documentation for military programs, with demonstrated program and project management support, earned value management, and scheduling

  • Familiar with requirements management and specifications

  • Experience with Microsoft Excel and the Microsoft Office suite and/or requirements management software

  • Detail-oriented with excellent communication skills and the ability to coordinate across multiple competencies to reach consensus

  • NAVAIR acquisition experience preferred

  • Must hold an active Secret clearance; U.S. citizenship required

  • Primary work location is NAS Patuxent River, St. Mary's County, Maryland, government or contractor spaces, with telework possible
