Job summary

Patricio Enterprises is seeking a program analysis professional to provide analytical support across DoD disciplines, including engineering, science, business, financial, or management analysis. Develop and review acquisition documentation, program reports, papers, drawings, specifications, and procedures.

Primary duties include supporting CIOs at CD&I and MCCDC, drafting requirements, ensuring DoD alignment, and delivering briefs and papers to inform acquisition decisions.

Qualifications

  • Bachelor's or equivalent with 7–10 years of experience, or a Master's with 6–8 years.
  • Strong writing and analytical skills; collaborative, detail-oriented.
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint, Outlook).
  • Foundational knowledge of DoD requirements and capabilities development processes.

Responsibilities

  • Provide program analysis and SME to CIOs at Combat Development and Integration (CD&I), MCCDC, Quantico, VA.
  • Facilitate communication between PM TCE PMO personnel and CD&I CIOs to support informed requirements and decisions.
  • Draft, review, and edit requirements and documentation for DoD review and approval.
  • Ensure alignment of requirements with program acquisition strategies and milestones.
  • Coordinate with Marine Corps operating forces to identify capabilities and risks; support mission fulfilment.
  • Deliver capability briefs and information papers.
  • Conduct periodic analysis to validate AAOs within TFSMS and prepare reports.
  • Support POM budget development and drafting of funding initiatives.

SALARY RANGE:

The salary ranges the company expects to pay for this position is $125K - $188K. Final salary will be determined based on experience, education, qualifications, contract requirements, and internal equity considerations.

DESCRIPTION:

Patricio Enterprises is seeking a candidate to provide analytical support in any of the following disciplines: engineering, science, business, financial, cost, or program management, to include analysis, design, development, testing, integration, logistics, program management, cost, financial, or management analysis, or maintenance of systems, processes, programs, offices or products and develop and/or review acquisition documentation, program reports, papers, drawings, specifications, and procedures.

Primary duties will include (but not limited to):
  • Provide program analysis and subject matter expertise to Capabilities Integration Officers (CIOs) at Combat Development and Integration (CD&I), Marine Corps Combat Development Command (MCCDC), Quantico, VA
  • Facilitate communication between PM TCE Program Management Office personnel and CD&I CIOs to support informed requirements and acquisition decisions
  • Draft, review, and edit requirements, documentation, and correspondence for Government review and approval, ensuring alignment with Department of Defense (DoD) and Marine Corps requirements documentation standards and templates
  • Ensure alignment of requirements documentation with program acquisition strategies, milestone schedules, and program decision milestones
  • Coordinate with Marine Corps operating forces to identify capabilities, gaps, solutions, and risk areas; ensure program portfolios provide the capabilities necessary to fulfill Marine Corps missions
  • Deliver capability briefs and information papers
  • Conduct periodic analysis to validate and adjust Approved Acquisition Objectives (AAOs) within the Total Force Structure Management System (TFSMS); prepare and update TFSMS reports as required by supported programs
  • Provide analytical support to Program Objective Memorandum (POM) budget development and budget exhibit reviews; assist in drafting POM funding initiatives for Government review
  • Foundational knowledge of Joint Capabilities Integration and Development System (JCIDS) policy (i.e., Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3170.01) and DoD/Marine Corps requirements documentation processes (i.e., DoD Instruction 5000.02, Secretary of the Navy Instruction (SECNAVINST) 5000.2)
KNOWLEDGE AND SKILLS:
  • Foundational knowledge of DoD requirements and capabilities development processes
  • Capable of translating warfighter needs and policy guidance into clear draft documentation
  • Strong writing and analytical skills; collaborative, team player; organized and attentive to detail
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint, Outlook)
  • Basic familiarity with TFSMS and DoD requirements management tools
EDUCATION / EXPERIENCE:
  • Bachelor's (or equivalent) with 7 - 10 years of experience, or a Master's with 6 - 8 years of experience. Years of relevant experience may be substituted for a degree on a case-by-case basis.
