SPECIAL COUNSEL – OFFICE OF THE ATTORNEY GENERAL

I. Scope of Work

Wilton Rancheria (the "Tribe") seeks an individual or firm with extensive experience in federal and Tribal Indian law to serve as special counsel. The role involves assisting the Tribe’s Attorney General with developing, drafting, reviewing codes, statutes, ordinances, policies, and providing legal opinions on Tribal law.

II. The Tribe and Background

The Tribe’s government comprises four branches: General Council, Office of the Chairperson (Executive), Tribal Council (Legislative), and Tribal Court (Judicial). The Tribal Council’s powers include lawmaking, budget approval, agreements, and promoting public health and education.

III. Selection Criteria

The Tribe will award the contract based on the most advantageous proposal, evaluated on the following factors:

  1. Firm/Individual: Provide name, location, contact info, and bar licensure.
  2. Expertise: Demonstrate experience with federal policies applicable to tribal governments, regional tribal work, and key personnel’s specific experience.
  3. Fee Proposal: Include fee schedule, other costs, and proof of liability insurance ($1M coverage).
  4. References: Submit at least two references, preferably tribal, with details of the scope of work and current relationship.
  5. Native American Preference: Preference given per Tribe’s policy.

IV. Instructions

Proposals must include:

  1. Signed cover letter by authorized signer.
  2. Responses to RFP questions and relevant information.
  3. Disclosure of conflicts of interest.
