Office/Unit/Project Description

The Bureau for External Relations and Advocacy (BERA) is responsible for positioning UNDP as the world’s leading global development agency, working with 170 governments and hundreds of partners to achieve sustainable development through the interconnected issues of poverty, good governance, environmental protection, crises stabilization to name a few. The Bureau for External Relations and Advocacy leads and supports UNDP in building and nurturing strategic relationships and alliances essential to achieving its mission.

BERA coordinates, sets the strategy and delivers functions of partnerships, marketing and communications within UNDP. BERA is positioned around three service lines: Public Partnership; Advocacy, Marketing and Communications; and Private and Finance Partners. BERA also delivers through a network of Representation Offices (Brussels, Copenhagen, Geneva, Tokyo, Washington D.C and Berlin) and Regional Team Members in five hubs (Africa, Arab States, Asia Pacific, Europe and CIS, and Latin America and the Caribbean) providing audience-centric communications and management and strengthening of relationships with public and private partners.

Cognizant of the evolving landscape of international development cooperation - including the shift in traditional ODA and a renewed emphasis on multilateralism to address global development challenges, UNDP is deepening its engagement with foundations and philanthropies. The upcoming Strategic Plan (2026-2029) envisions a revived platform for collaboration on shared goals by leveraging UNDP’s global presence, multi -stakeholders/partners outreach, and extensive know-how and expertise across critical development areas.

Within the Public Partnerships Group of BERA, the Philanthropy Team leads and facilitates UNDP’s work with foundations, donor collaboratives, family offices, and high-net-worth individuals to collaborate and co[1]invest for sustainable development outcomes.

Scope of Work

Within the context of the Philanthropy Team, UNDP requires the services of an experienced Reporting, Monitoring, Evaluation & Learning Specialist to ensure efficient management and impact-oriented results reporting of its partnerships with philanthropies, including communication and visibility efforts and feedback loops to include internal ongoing learning and improvement

1. Ensure effective monitoring and performance tracking of philanthropic partnerships

  • Develop and maintain systems and tools for monitoring philanthropic partnerships, ensuring alignment with corporate results frameworks and partner expectations.
  • Provide input to intermediary partner reporting systems and processes.
  • Track the implementation of partnership activities, including financial contributions, programmatic results, outcome indicators and deliverables.
  • Develop and monitor key performance indicators (corporate and partner-specific) and their respective data collection instruments for adequate reporting.
  • Maintain a regularly updated database and/or UNITY/Quantum+ to ensure adequate tracking and monitoring of philanthropic engagements and outcomes.
  • Develop and customize reporting templates in line with UNDP’s corporate reporting instrument and frameworks.

2. Provide input to strategic planning processes

  • Contribute to annual and mid-year planning exercises (e.g. IWP, ROAR) by preparing analysis, inputs, and performance summaries related to philanthropic engagements.
  • Identify data gaps or reporting challenges and propose improvements to ensure comprehensive performance tracking.
  • Provide analytical support to strategic documents, including donor proposals, partnership strategies, and presentations.

3. Promote partner-facing results reporting

  • Support the development of high-quality proposals, strategic briefs, and donor presentations through evidence-based analysis.
  • Coordinate the timely preparation of high-quality narrative and results-based reports for philanthropic partners, ensuring alignment with reporting schedules and donor templates and expectations
  • Liaise with internal teams/units (Central Bureaux – thematic teams, Regional Bureaux and Country Offices) to collect inputs for reports and updates on ongoing initiatives.
  • Support the development of communications and visibility materials showcasing results and impact of philanthropic partnerships.
  • Ensure visibility commitments are met and integrated in partnership implementation and reporting.

4. Ensure effective evaluation and knowledge management

  • Contribute to the design and execution of corporate or partner-specific evaluations or reviews of philanthropic partnerships, including identifying lessons learned and good practices.
  • Capture and disseminate lessons learned, case studies, and good practices to inform ongoing and future engagements.
  • Support internal assessments and after-action reviews to strengthen engagement strategies with philanthropic actors.
  • Feed insights and learning into ongoing strategy development and capacity-building initiatives to strengthen corporate processes, reporting, and monitoring of UNDP’s partnerships with philanthropies.

5. Provide coordination and capacity support

  • Coordinate with the Philanthropy Team and work closely with the Philanthropy Grants Manager, particularly to strengthen the reporting, evaluation, and learning initiatives.
  • Coordinate with Monitoring and Evaluation focal points at HQ, regional, and country levels to ensure harmonized tracking and reporting.
  • Feed insights into team-wide learning processes, capacity development, and adaptive strategy refinement.
  • Support capacity-building initiatives and develop guidance/tools for the Philanthropy Team, COs and Bureaux to enhance M&E of philanthropic partnerships.
  • Actively participate in internal coordination groups related to monitoring, reporting, or donor relations, as needed.
  • Stay informed of MEL networks' lessons learned, best practices, and reporting insights, and incorporate them into existing reporting frameworks, mechanisms and formats.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  • Efficient coordination and knowledge management mechanisms are in place, and capacity-building efforts are delivered to ensure data and reporting accuracy.

Institutional Arrangement

The Reporting, Monitoring Evaluation & Learning Specialist will be based in the Philanthropy Team within the Public Partnerships Group of the Bureau for External Relations and Advocacy (BERA) and will report directly to the Philanthropy Team Leader. On a day-to-day basis, the incumbent will receive guidance from the Philanthropy Partnerships Specialist, per the agreed work plan and expected deliverables. As part of the team and in support of the collective and individual results, the incumbent will work closely with the Philanthropy Grants and Legal Manager and the Philanthropy Partnership Analyst, among other team members. He/she will also work closely with the BERA Advocacy, Marketing, and Communications Team (ACGM), central and regional bureaux, and country office teams involved in implementing philanthropic partnerships by ensuring adequate reporting and monitoring of UNDP’s corporate engagements with Philanthropies as per UNDP’s corporate results reporting frameworks and instruments. The role may require participation in internal working groups and engagement with philanthropic partner teams and external evaluators.

Minimum Qualifications of the Successful IPSA

Min. Education requirements

  • Advanced university degree (Master’s Degree or equivalent) in International Development, Public Administration, Economics, Political Science, or related field is required. OR
  • A first-level university degree (bachelor’s degree) in the above- mentioned fields, in combination with two additional years of qualifying experience will be given due consideration in lieu of advanced university degree.

Min. years of relevant work experience

  • A minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of relevant experience in monitoring, evaluation, and reporting, preferably in an international development or philanthropic context is required.

Required skills

  • Proven experience with donor reporting, data analysis, and results-based management frameworks is required.
  • Familiarity with CRM and grants management systems, data reporting dashboards (excel, PowerBi, etc.) proficiency required.
  • Demonstrated experience coordinating complex, multi- stakeholder reporting processes is required.
  • Proven track record of excellent coordination, negotiating and communication skills are required.

  • Demonstrated ability to develop creative solutions through participatory methods with various stakeholders is desired.
