Job summary

Texas Health and Human Services Commission (HHSC) is seeking a Project Manager II for Renovation/Construction Projects in Austin. This role focuses on coordinating and delivering facilities-related initiatives within the Maintenance & Construction department, ensuring timely reporting and stakeholder communication.

You will work with diverse teams, manage project documentation, and support lead vendors and regulatory reporting.

Qualifications

• Minimum of one year of experience performing project support functions in a project management office or related role.
• Experience producing and distributing standardized project reports.
• Familiarity with projects in healthcare, government, or nonprofit sectors is preferred.

Responsibilities

• Coordinate with facility personnel, testing and servicing vendors, M&C personnel, and HHSC leadership to provide information on individual projects.
• Review project submissions to ensure required information and minimum reporting requirements.
• Coordinate gathering of project information into standardized reports for HHSC leadership and external agencies as needed.
• Provide HHSC forms, procedures and process documents; train staff on completing required reporting.
• Compile project information from diverse documents and distribute monthly, quarterly and annual reports to HHSC leadership and facility teams.
• Coordinate gathering and blending responses to highlight compliance issues requiring M&C involvement.
• Assist in completing required documentation to initiate projects and obtain authorization from HHSC leadership and procurement/legal teams.
• Maintain 24/7 on-call availability to provide technical guidance and coordinate vendor resources.

Brief Job Description

Works in the Maintenance & Construction (M&C) Department, Facility Support Section manages a series of established projects for the Supported Living Centers and State Hospitals (the facilities) that collects, monitors, and reports on key maintenance and performance indicators. The PMII-PC is responsible to provide operational support to M&C related to management and data collection for mature projects including monitoring deliverables and facility reports. The PMII-PC will manage relationships with key stakeholders, create and/or collect, and deliver reports on deliverables, milestones and timelines. While projects change over time and will include a variety of projects to administer and support simultaneously, currently this position will hold primary responsibility for the administration of water quality projects, testing and reporting of the facilities, specifically related to lead/copper concentration levels, legionella program compliance, and testing and service vendor contract status information gathered from the facilities. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions

• Use predefined reports, testing results, and other project documents to coordinate with facility personnel, testing and servicing vendors, M&C personnel, and HHSC leadership to provide information on individual projects. 25%
• Reviews and determines that project submissions contain the required project information, and that the information meets the minimum reporting requirements. 20%
• Coordinates the gathering of project information into standardized reports with and to other state agencies, local cities counties, fire marshal’s or regulators as required. 20%
• Provides standardized HHSC forms, procedure and process documents to facility personnel and HHSC leadership and staff and provides instruction and training on the completion of the forms and required reporting. 10%
• Compiles project information from a wide-variety of project documentation and distributes standardized/preformatted monthly, quarterly and annual reports to HHSC leadership and M&C and facility teams, on the schedule and work completed. 10%
• Coordinates gathering and blending responses from HHSC and the facilities to highlight compliance issues with performance specifications that require further M&C involvement. 5%
• Assists in completing required documentation to initiate projects and create drafts - obtaining authorization from the appropriate HHSC leadership and personnel (including procurement and contracting services, and HHSC legal). 5%
• Maintain 24/7 on-call availability to serve as a technical advisor for building and building-system issues and failures; provide immediate telephone troubleshooting and technical guidance to on-site maintenance staff and facility management; assist in identifying readily available vendor resources; and promptly notify M&C and Business Operations management of major incidents while providing clear status updates and resolution information. 5%

Knowledge, Skills And Abilities

Knowledge of: project management theories and practices applicable to projects of moderate scope; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.

Skill in: construction and project management monitoring and in the use of a computer and applicable software.

Ability to: exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks, to prepare reports and charts, to communicate effectively, and to assign duties and responsibilities and coordinate the work of project staff.

Registrations, Licensure Requirements Or Certifications

Certification as a Certified associate in project management (CAPM) or Project Management Professional (PMP) preferred but not required.

Initial Screening Criteria

• Minimum of one-year of experience performing project support functions in a project management office for a contractor, owner representative, or an owner.
• Experience in producing and distributing standardized project reports.
• Experience with projects local, state, and federal, healthcare, or non-profit entity is preferred.
• Experience using project management software/tracking databases is preferred.
• Certification as a Certified associate in project management (CAPM) or Project Management Professional (PMP) is preferred.

Additional Information

This position may have an opportunity for mobile work part-time. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters or in Austin.

There is no guarantee of permanent mobile work, employees must meet eligibility requirements in accordance with agency policy, and any mobile work options are subject to change. A mobile work employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
