Job summary

Federation of American Scientists seeks an experienced Senior Advisor, Science Policy to provide independent consulting for NSF governance and broader federal science policy reform. The eight-month engagement will deliver research, policy development, stakeholder engagement, and publication work with remote, flexible hours.

The consultant will work independently, coordinating with FAS’s Director, Government Affairs, and will publish a series of actionable policy proposals while ensuring policy

Qualifications

• 7–10 years in science and technology policy at federal agencies, Congress, or policy organizations.
• Deep knowledge of NSF directorate/division structure and funding mechanisms.
• Fluency in federal S&T policy—OSTP, NSF, DOE, NIH, ARPA funding, legislation, and appropriations.
• Familiarity with state S&T policy structures and regional innovation/ecosystem roles.
• Strong written communication and ability to translate technical work for public audiences.
• Proven stakeholder relationship-building and policy collaboration abilities.
• Experience managing convenings, workshops, and stakeholder processes.
• Delivery of complex projects on time with limited oversight.
• Commitment to diversity, equity, and inclusion in policy work.

Responsibilities

• Publish at least five policy proposals through research, interviews, and surveys.
• Design/open call for NSF governance policy proposals and select top five for development.
• Recruit policy experts to develop NSF governance proposals.
• Design and facilitate one expert convening with stakeholders.
• Provide guidance on policy proposals and publish a series on NSF governance.
• Develop additional science-agency governance proposals (e.g., NIH, NASA).
• Provide S&T Ecosystem Reform Opportunity Synthesis across policy landscape.
