UnitedHealth Group, including OptumCare, is seeking a Senior Consultant for Quality Measurement. This role leads evidence-based quality initiatives, guides policy projects, and drives client engagement across health programs.

The candidate will oversee measurement development, testing, and implementation while mentoring teams to advance analytics and strategic growth in a remote-friendly environment with in-office requirements in DC/Minneapolis areas.

Qualifications

• Health policy professional with 6+ years industry experience in health services research, evaluation or policy.
• Experience leading business development and proposal responses with clients and partners.
• Broad understanding of federal or state health policy issues as a subject matter expert.
• Experience on quality measure engagements, preferably for federal programs (CMS).
• Experience with data types used to measure health care quality (claims, EHR data, etc.).
• Ability to collaborate with diverse teams and communicate across technical levels.

Responsibilities

• Evaluate evidence on effectiveness for clinical measures from various data sources in CMS/NQF-aligned ways.
• Develop test measure protocols and measure specifications.
• Perform quantitative analyses to inform quality measurement for Medicare/Medicaid.
• Track activities of standards-setting committees and consensus bodies like NQF.
• Draft and manage proposals for new measure development, testing, maintenance, implementation.
• Engage and expand client relationships through policy consultation and thought leadership.
• Support strategy development to fuel long-term growth with leadership.
• Manage project delivery teams for day-to-day execution.
• Mentor team members to enhance analytical skills.
