Job summary

ICF is seeking a Senior Environmental Project Manager to lead sales and delivery of permitting and compliance services in Texas and surrounding states, with emphasis on infrastructure projects. You will win work, manage budgets and schedules, and mentor staff to deliver high-quality environmental output.

Role requires strong regulatory knowledge (CWA, ESA, NHPA) and the ability to collaborate with engineers, biologists, and regulators to keep projects compliant and on track.

Qualifications

• Bachelor’s degree in Environmental Policy and Planning, Environmental Sciences, Biology/Ecology/Marine Sciences, or related fields.
• 12+ years in environmental consulting or related fields (industry, government, academia).
• Proven success in developing and managing environmental permitting projects in the states listed (TX/OK/AR/LA).
• Excellent oral and written communication, including technical writing and QA/QC.
• Ability to travel to clients/projects in the region (10–20% typical).

Responsibilities

• Win work and lead projects in Texas and surrounding states.
• Provide senior-level expertise and writing for complex permitting tasks (CWA/ESA/NHPA).
• Lead interdisciplinary teams delivering field studies, analyses, and regulatory tasks.
• Mentor staff and develop client proposals (scopes, budgets, schedules).
• Collaborate with developers, engineers, biologists, and regulators for compliant solutions.
