The role oversees drafting and negotiating the state government's large modernization contract for a child welfare information system, collaborating with project managers, procurement and legal teams.

The six‑month contract runs November 1, 2026 through April 30, 2027, with core hours ET.

Qualifications

Seven+ years drafting and negotiating IT or professional services contracts for state or local government.
Primary author of at least one large system implementation contract through negotiation to execution.
Experience leading or co-leading vendor negotiations and translating outcomes into contract language.
Familiarity with contracts subject to federal funding requirements and oversight (e.g. HHS, CMS).
Proven written communication for executive summaries, contract plans, and status reports.

Responsibilities

Draft and refine vendor contracts and SLAs using client templates and attorney guidance.
Lead or co-lead negotiation sessions with the vendor and client staff.
Maintain contract through full review cycle including independent and federal reviews.
Develop contract plans, milestones, risks, and approvals for execution.
Define SLAs, KPIs, and monitoring frameworks for the modernization project.
Prepare weekly progress updates and monthly status reports.
Produce deliverables in MS Office or Adobe PDF on client systems.
