Job summary

ICF is seeking a seasoned Proposal Solution Architect to lead the preparation of technical, compliant, and executable solutions for DoW and Federal pursuits. You will author major sections of proposals and guide SMEs to produce cohesive, evaluator-focused content.

The role emphasizes writing, facilitation, and technical judgment in a cross-functional team environment. The position requires US citizenship, a strong background in cloud/DoW architectures, and the ability to operate in the VA/DC/MD

Qualifications

• Bachelor’s degree required in a technical discipline.
• 10+ years leading and architecting enterprise software systems.
• 5+ years solution/enterprise architect work within the DoW.
• Experience writing substantial technical proposal content.
• Experience leading a DoW IL-4+ ATO for a $10M+ project.

Responsibilities

• Lead technical solutioning for DoW and Federal captures from qualification through proposal submission.
• Serve as primary technical author or technical-volume lead for proposals.
• Develop proposal storyboards, outlines, and content guidance.
• Create win themes, discriminators, and value propositions with business leaders.
• Lead solution workshops with architects, engineers, cybersecurity specialists, and pricing staff.
• Produce architecture diagrams, data flows, deployment models, and roadmaps for proposals.
• Integrate solution assumptions with pricing and delivery teams.
• Participate in color team reviews and revise technical content for clarity and compliance.
• Support customer meetings, capability briefings, and technical demonstrations.
• Apply knowledge of Federal security controls, NIST guidance, risk management, and ATO processes.
