Job Description

This is a remote position.

Transform public data into high-level infrastructure strategy while guiding the growth of a leading minority-owned consulting firm. This fellowship offers Tufts GSAS graduate students the unique opportunity to build a strategic intelligence platform that directly informs executive decision-making for major public capital programs.

POSITION OVERVIEW

Toll International is seeking a motivated Tufts University graduate fellow to spearhead the development of a Public Infrastructure Opportunity Intelligence Platform. This role is designed to synthesize complex public policy, infrastructure planning, and market intelligence into a decision-ready resource that will guide the firm’s strategic expansion across the Northeast and Mid-Atlantic public capital markets.

As a fellow, you will work directly with the President and Senior Leadership to turn fragmented public information into actionable business strategy. Operating in a fully remote and flexible environment, you will bridge the gap between academic research and the infrastructure consulting industry, producing deliverables that have a measurable impact on the firm's business development roadmap.

KEY RESPONSIBILITIES
  • Research active and planned public capital programs across transportation, aviation, ports, water, energy, and institutional sectors.
  • Analyze public agencies, authorities, and municipalities to identify upcoming capital investments and procurement activities.
  • Build and organize a comprehensive opportunity database including program size, schedules, and contracting vehicles.
  • Develop a repeatable opportunity-ranking methodology based on strategic fit and revenue potential.
  • Create interactive dashboards or GIS-based opportunity maps to visualize market concentration.
  • Generate strategic organizational profiles for priority targets, including recommended entry strategies.
  • Identify relevant prime consultants and potential teaming partners for priority programs.
  • Formulate a 12-month opportunity and relationship-development roadmap.
  • Design a maintenance process for the platform, including the integration of AI-assisted monitoring.Present final prioritized recommendations and strategic insights directly to company leadership.
REQUIRED QUALIFICATIONS
  • Current enrollment in a Tufts University Graduate School of Arts and Sciences master's or doctoral program (specifically Policy, Planning, Economics, or Data Science).
  • Strong research and analytical skills with the ability to synthesize public information into executive-level outputs.
  • Professional writing and communication skills.
  • Advanced proficiency with Microsoft Excel for organizing and structuring complex datasets.
  • Ability to work independently and manage a part-time, flexible schedule of 8–10 hours per week.
  • Demonstrated interest in public infrastructure, urban development, or public policy.
PREFERRED QUALIFICATIONS
  • Experience with data visualization tools such as Power BI or Tableau.
  • Proficiency in ArcGIS or QGIS for geographic mapping and spatial analysis.
  • Technical skills in Python or R for data processing and analysis.
  • Knowledge of public procurement research, capital planning, or market analysis.
  • Familiarity with artificial intelligence or workflow automation tools.
