Job summary

The National Institute for Reproductive Health is seeking a Director of Policy and Research to lead policy work across abortion access, culturally congruent pregnancy care, and privacy protections. Reporting to the VP of Policy & Research, you will shape strategy and coordinate across campaigns.

This role requires deep policy expertise, a track record in state-level advocacy, and the ability to translate complex laws into actionable guidance for partners and coalitions.

Qualifications

• 7–12 years in policy and advocacy, including at least 3 years in state-level advocacy.
• Proven success advancing state legislation or regulatory changes.
• Experience at intersections of Medicaid and reproductive health.
• Deep expertise in Medicaid programs or related budget/appropriations issues.
• Strong research, writing, and analytical skills.
• Excellent relationship-building with coalitions and external partners.
• Commitment to intersectional and reproductive justice perspectives.

Responsibilities

• Lead policy and advocacy strategy to expand coverage and funding for reproductive health care.
• Identify strategic policy opportunities and act as SME on emerging opportunities.
• Co-develop policy with state-based partners on funding and coverage.
• Create policy frameworks, model legislation, and advocacy resources from Medicaid experience.
• Raise NIRH’s profile as a policy expert in external meetings and coalitions.
• Draft legislative, regulatory, and advocacy materials and partner guidance.
