Job summary

UST is seeking an Oracle HCM Cloud Technical Lead to own the end-to-end technical design for payroll data migration and integrations. You will guide source-to-target mapping, HDL/HSDL-based conversions, and Oracle Integration Cloud patterns, while aligning with security and governance requirements.

You will lead a hybrid team, partner with security and functional groups, and ensure successful cutover, testing, and go-live activities across US federal project standards.

Qualifications

• 7+ years of Oracle HCM Cloud technical experience across data migration and integration on multiple full-lifecycle implementations.
• Federal or large-scale public-sector payroll experience preferred.
• Proven experience designing and executing large-scale payroll conversions (100M+ record scale).
• Experience directing technical teams through cutover/hypercare readiness and payroll validation testing.
• Government contracting experience and consulting maturity.

Responsibilities

• Direct the conversion methodology (source-to-target mapping, ETL, and pay-period-level reconciliation) and the integration build across high-risk domains.
• Manage payroll conversion across domains including pay plans, leave, tax withholding, benefits elections, garnishments, YTD accumulators, and distributions.
• Ensure the technical solution aligns with security and infrastructure posture.
• Coordinate with infrastructure/hosting on environment provisioning, refresh cycles, and disaster recovery readiness.
• Act as the client-facing technical point of contact for migration/integration status, risk, and governance forums.
• Direct a technical team spanning data conversion and integration resources.
• Partner with Functional Team on requirements refinement and payroll configuration.
• Collaborate with deployment team on cutover sequencing and go-live execution.
