Job summary

ITS is seeking a Mainframe Developer for remote-capable work supporting the State of North Dakota. You will design, develop, test, and support mainframe applications using COBOL and Natural with JCL, ADABAS, and DB2. Oracle familiarity is a plus.

You will translate business needs into practical solutions, craft documentation, and collaborate in Agile teams, including 24x7 on-call duties. We require 5+ years of experience in enterprise mainframe development, with exposure to CI/CD tools

Qualifications

• 5+ years of mainframe development in enterprise settings.
• Experience with Natural/ADABAS in public sector or large enterprise environments.
• Exposure to mainframe CI/CD and change tools (Endevor, ChangeMan, ISPW).
• Familiarity with job scheduling platforms (Control-M, CA 7, TWS).
• Strong technical writing and documentation skills.
• Ability to explain technical concepts to non-technical stakeholders.
• Detail-oriented and dependable with strong collaboration.

Responsibilities

• Analyze requirements and produce practical technical designs for moderate to complex changes.
• Create and update design documentation and walk through with stakeholders for approval.
• Develop and maintain COBOL and Natural programs; author and troubleshoot JCL.
• Build test scenarios and perform unit, system, and acceptance testing; document results.
• Participate in peer code reviews and maintain runbooks and deployment notes.
• Provide production support in a rotational on-call model; perform root-cause analysis.
• Mentor peers and participate in Agile ceremonies; document decisions and work acceptance.
