Job summary

NSS is seeking an experienced IT Cost Analyst to support the Government Cost Team, primarily remote with occasional Pentagon onsite meetings in Washington, DC. The role involves preparing cost estimates for IT programs, data collection, and risk assessments within Navy/DOD spaces.

The candidate should have DoD cost estimating experience, a Secret clearance, and strong data analysis skills. Travel to the Pentagon is infrequent but required as needed.

Qualifications

• Five+ years of professional experience in cost analysis or cost estimating.
• Experience with DoD cost estimating structure and practices.
• Strong Excel and data presentation skills.

Responsibilities

• Support the Government Cost Team in developing cost estimates for IT programs.
• Acquire and understand source data for estimating cost elements of a WBS.
• Develop estimation methods, maintain estimates, and prepare risk assessments and briefings.
• Research data from non-DOD sources when needed for accuracy.
• Crosscheck and validate manpower estimates for proposals and programs.
• Estimate costs for Software Development, Licenses, Cloud Hosting, Hardware, Data Migration, and OCM WBSs.
• Analyze SRDR and develop CERs using metrics like Function Points and Agile measures.

Currently seeking a long-term and primarily remote IT Cost Analyst. This resource will live within a commutable distance to the Pentagon in Washington, DC and be available for occasional and infrequent onsite meetings as needed. About The Role

• Support the Government Cost Team in the preparation, documentation, and presentation of cost estimates for IT programs.
• Acquire and understand source data used for estimating specific cost elements of a WBS.
• Develop cost estimating methods, prepare and maintain cost estimates, support additional data collection efforts, develop risk assessments, document estimates, and prepare and present briefings to Navy leadership.
• Research and collect data from non-DOW programs when data is unavailable or insufficient from traditional data sources.
• Crosscheck and validate manpower estimates.
• Estimate Software Development (Customization and Configuration), Software Licenses, Cloud Hosting, Hardware Procurement, Data Migration, Organizational Change Management (OCM) and Software Maintenance WBSs.
• Analyze Software Resources Data Report (SRDR) to develop analogies and Cost Estimating Relationships (CERs) based on different software metrics such RICEFW (Reports, Interfaces, Conversions, Enhancements, Forms, and Workflows), Function Points, or other Agile Metric.

Qualifications

• Minimum of five years of professional experience
• Experience with DoD acquisition cost estimating structure
• Experience with theories, principles, and practices of cost analysis and ability to evaluate techniques used in generating program cost estimates
• Experience using Excel, Crystal Ball, ACEIT
• A Bachelor’s degree in a relative field
• An active Secret clearance
• Must be available as needed for onsite meetings @ the Pentagon in Washington, DC - infrequent requirement
