Job summary

Qualifications

Five years procurement and contract experience related to the position.
Bachelor’s degree plus two years of professional procurement and contract experience.
Any combination of experience and education equivalent to five years in procurement and contracts.

Responsibilities

Lead contract planning, development, and negotiation for IT services and agreements.
Develop complex IT contracts, intergovernmental and grant agreements with measurable performance standards.
Ensure compliance with federal/state laws, Oregon rules, and agency policies.
Advise staff on procurement methods and prepare comprehensive solicitation documents.
Coordinate responses to contractor protests and provide guidance on procurement risks.
Stay current with IT procurement practices and participate in trainings.
