Job summary

HCM Strategists is seeking a Fall/Winter 2026 Higher Education Policy Fellow to join a fully remote team for a national education policy project on education-to-workforce alignment. This opportunity targets current graduate students eager to apply research and analytical skills in a fast-paced consulting setting.

The fellow will support data gathering, analysis, stakeholder interviews, and the development of client deliverables such as reports, memos, slide decks, and briefs, while collaborating

Qualifications

• Current enrollment in or recent graduation from a graduate program (Master’s or Ph.D.) in public policy or related field.
• Strong interest in higher education policy.
• Strong research and data analysis skills.
• Ability to decipher legislative and budget documents.
• Excellent written and verbal communication.
• Ability to manage multiple tasks and meet deadlines.
• Based in the United States.

Responsibilities

• Gather data and conduct research for a national 50-state scan of education-to-workforce alignment.
• Perform data collection, analysis, and synthesis to support policy insights.
• Support interviews with stakeholders and document interviews.
• Contribute to client deliverables including reports, memos, slides, and briefs.
• Attend and summarize virtual interviews with partners and stakeholders.
• Attend internal meetings and client calls.
